General Summary:

As the Director of Bus Operations & Maintenance Training at Dallas Area Rapid Transit (DART), you will play a crucial role in overseeing and managing the training programs for bus operators, mechanics, supervisors, and managers. Additionally, you will be responsible for tracking and managing attrition, accident trends, and operator recruitment. Your efforts will significantly contribute to the efficiency, effectiveness, and safety of our bus operations and maintenance teams, ensuring a reliable and robust public transit system.

Essential Duties and Responsibilities:

  • Develop and implement comprehensive training programs for bus operators to obtain Class B licenses and maintain ongoing competency.
  • Maintain optimal class sizes and instructor-student ratios to facilitate effective training.
  • Ensure training curriculum aligns with industry standards and complies with state and federal regulations.
  • Implement evaluation procedures to measure training effectiveness and trainee competencies.
  • Acts as a resource to and a liaison between division and other departments as well as with external contacts regarding training and curriculum development needs and related issues.
  • Conducts the Agency's annual ROADEO.
  • Develops, submits for approval, and monitors sections budget(s). Recognizes trends and variances and recommends corrective action. Oversees budget of approximately $2,000,000.
  • Conducts research studies, monitors current trends, and analyzes and evaluates educational data, practices, and methodology. Updates instructional materials and teaching aids as required to ensure effectiveness of programs.
  • Investigates incidents and complaints. Tracks a variety of data and statistics, identifies undesirable trends, and takes appropriate action to effectively resolve issues.
  • Lead the design, development, and implementation of technical training programs for bus maintenance personnel.
  • Collaborate with internal subject matter experts and industry professionals to address specific training needs.
  • Ensure training programs align with operational goals and comply with occupational health and safety regulations.
  • Oversee training manuals, reference libraries, and other educational materials for bus maintenance training.
  • Develop and execute training programs for supervisors and managers in the field operations division.
  • Collaborate with the HR learning and development team to plan and implement training related to leadership, performance management, and conflict resolution.
  • Foster a culture of continuous improvement and skill enhancement across all technical levels within the bus division.
  • Track and analyze attrition rates and patterns within the bus operations department.
  • Develop and implement strategies to reduce attrition and improve employee retention rates.
  • Collaborate with HR and recruitment teams to streamline and enhance operator recruitment processes.
  • Analyze accident trends and incidents involving bus operations and maintenance.
  • Develop and enhance safety training programs to address identified accident trends and improve overall safety measures.
  • Implement initiative-taking measures to minimize accidents and improve the safety record of the bus division.
  • Manage the training department's resources effectively to meet operational and departmental needs.
  • Train and professionally develop instructors in effective training techniques and skills.
  • Manage training schedules to optimize the use of instructors and facilities while meeting departmental training needs.
  • Represent the training department within DART and facilitate effective communication between transit management, operations, and the training department.
  • Provide training knowledge and expertise to transit operations to support planning and implementation of their training needs.
  • Effectively communicate and present training plans, KPI measurements, and more to executive leadership and DART board members
  • Engage employees at all levels within the Department to develop policies and procedures to improve customer and employee experience.
  • Performs other related duties as assigned.


Minimum Knowledge, Skills, and Abilities Required:

Note : An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
  • Bachelor's degree in from an accredited college or university Business Administration, Transportation, or related field.
  • Five (5) years of progressively responsible work experience in transit, transportation management, public safety or similarly related field, to include experience with transit policies, procedures, service, geography, a union environment and verifiable lead/supervisory experience.
  • Valid Driver's License, no Driving While Intoxicated (DWI)/Driving Under the Influence (DUI) convictions in the last sixty (60) consecutive months, and not more than three (3) convictions for moving violations within the last thirty-six (36) consecutive months to operate DART non-revenue vehicles.
  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  • Proficiency of PC software applications to include Microsoft Office or other related software applications.
  • Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.
  • Knowledge of budget development/analysis, and operational cost factors.
  • Knowledge of ADA regulations.
  • Verbal and communication skills.
  • Problem analysis and resolution skills
  • Presentation skills for a high-level audience: both individual and large groups

Reporting Relationship:

Reports to VP Bus Operations

Working Conditions:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
