JOB TITLE: Director, Capital Funding Managment SALARY RANGE: $161,257 - $173,574 HAY POINTS: 1262 DEPT/DIV: Capital Funding SUPERVISOR: Deputy Chief, Financial Services LOCATION: 2 Broadway HOURS OF WORK: 9:00 am - 5:30 pm

SUMMARY:
Oversees and directs the Capital Funding Management team that secures federal formula funding, as well as the State and City funding, administers the full funding envelope for the MTA's five-year capital programs, and manages third- party funding agreements, and oversees the federally funded disaster recovery program. Included is the encumbrance of capital funding (all sources), as well as the management of capital fund source receipts, bond/cash availability, funding agreements with NYS/NYC/localities and the federal grant program.

RESPONSIBILITIES:
  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Coordinate funding plans for five-year capital programs/amendments submitted to the MTA Board and NYS Capital Program Review Board ("CPRB") and prepare funding reconciliation reports to the MTA's Capital Program Oversight Committee ("CPOC") and the State of New York, as required by statute. Manage and implement the five-year funding plan and secure State, City and Federal Formula funding sources an administer all program funding.
  • Encumber capital program funding and determine the appropriate fund sources for all individual projects in the capital program (in coordination with the project budget activities of Capital Program Management) - matching funding availability with project
    encumbrance and expenditure/cashflow needs. Through the fund source encumbrance process, link planned/executed capital fund sources to project tasks for requisitioning.
  • Liaise with federal, state and city officials (and MTA personnel) to meet requirements for the receipt of third-party funding, and to optimize the amount and timing of those funds. Includes coordination with NYC Office of Management and Budget ("OMB") (and City Council, as needed) on the development/management of City Funding Agreements. Includes coordination with NYS Division of Budget, Dormitory Authority of the State of New York ("DASNY"), and NYS Department of Transportation for state funding agreements and federal highway funds. Includes coordination with DHS on Notices of Funding Opportunity; federal aid reauthorizations; precursor grant development/financial requirements for Capital Improvement Grant programs (New Starts/Core Capacity), federal discretionary programs for operating assistance (e.g., FTA Emergency Relief); and Federal Transit Administration triennial reviews. Delegated authority to approve applications in the federal systems: "TrAMs," "ndgrants" and "grants.gov."
  • Serve as MTA liaison with the three Metropolitan Planning Organizations on matters related to federal appropriation, regional suballocations, and other requirements.
  • Prepare quarterly cashflow projections based on fund source linkages for use by the MTA CFO and HQ/external staff. With the Comptroller and Treasury, coordinate capital cash/bond account reconciliation reporting funding activities.
  • Provide end user management of the "mainframe" capital planning/ encumbrance and revenue system; facilitate system/user protocol redesigns to improve data management.
  • Other duties as assigned.


KNOWLEDGE, SKILLS, AND ABILITIES:
  • Must have knowledge of public transportation budgeting and the analytical frameworks for funding projections.
  • Must have knowledge of the administrative constructs, policies, and processes for effectively managing, overseeing, and reporting on complex capital program funding activities.
  • Must have technical knowledge of mass transit planning, operations and financing, and specific knowledge of federal requirements pertinent to the obtaining of federal grants.
  • Must have special knowledge of the various organizational structures at the Cityof New York, State of New York and Federal levels, and the personnel within each of these structures.
  • Excellent communication and interpersonal skills.
  • Excellent organizational and presentation skills.
  • Demonstrated ability to work with all internal levels within a given organization, including the reporting to the organization's Board of Directors.
  • Demonstrated ability to communicate and interact well with external agencies.
  • External agencies may include the Governor's Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
  • Demonstrated ability to work in a high-profile, high-pressure environment effectively.
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.

  • Demonstrated analytical capabilities and quantitative skills.
  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook
  • Demonstrated proficiency in federal grant application and management systems, i.e., "TrAMs," "ndgrants", and "grants.gov"


EDUCATION AND EXPERIENCE:
REQUIRED
  • Bachelor's degree in Engineering, Business, Transportation, Public Policy or a related field.
  • Minimum 10 years related experience, including at least 1 year in a department head and/or managerial and/or project manager role in a large, multi-faceted, fast-paced organization or governmental body preferred.

PREFERRED
  • Master's degree in a related field
  • P.E. license from New York State
  • Familiarity with the MTA's policies and procedures
