Summary

The incumbent manages maintenance and operations of specialized facilities and related capabilities for development, acceptance testing, and certification of large rocket propulsion systems and subsystems and the technical and institutional services necessary to conduct NASA programs assigned to Stennis Space Center. The 13,000 acre multi-tenant facility is comprised of a population of approximately 5,000 employees representing more than 50 Federal and state agencies and industrial contractors.

Clarification from the agency

The area of consideration for this position is all groups of qualified individuals within the civil service, Senior Executive Service (SES) reinstatement eligible, and SES Candidate Development Program certified graduates with noncompetitive eligibility. Duties

The Director, Center Operations Directorate:
  • Managing and directing the planning, design, and construction for Center facilities to include restoration and modernization of facilities as well as new capabilities in the technology and commercial programs.
  • Managing laboratories and services required to support and accomplish the Center's assigned programs.
  • Managing and directing compliance with environmental regulations and the operation of the medical and occupational health services programs.
  • Managing specialized facilities maintenance and installation operation program encompassing the planning, budgeting, implementation, evaluation, and review required for development, acceptance testing, and certification of large rocket propulsion systems and subsystems, as well as maintenance of SSC roads and grounds, operation of SSC utility systems, and custodial services for SSC facilities.
  • Managing all SSC real property activities, real property accounting, master planning and facility space utilization.
  • Managing Protective Services which includes securing facilities and utilities; establishing and maintaining a comprehensive personnel, information, communications, industrial, physical security, and security engineering program; establishing security policy; and formulating a comprehensive SSC emergency preparedness plan. In addition, responsible for the Emergency Operations Center

    and fire protection services, required in support of assigned NASA programs.
  • Managing a logistics function that includes both material supply and transportation. Material management includes the acquisition, storage, and delivery of supplies and equipment necessary for support of the Center's operation and mission; establishing and operating a system for accountability of personal property; and ensuring effective redistribution of disposition of excess property.

    Transportation involves moving equipment and personnel both on and off site as dictated by program requirements; supplying equipment rigging services and lifting equipment certification; and managing and controlling all on-site mobile equipment.
  • Accomplishing institutional services for resident agencies in accordance with established Center policies, interagency agreements, permits, and Center capabilities.
  • Interfacing with the SSC Propulsion Test Program/Project Offices, other SSC organizations, other NASA Centers, and NASA Headquarters to approve cost reimbursable projects.

  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

MTQ 2- Demonstrated experience in developing and executing strategic planning processes, such as a facilities master plans, program, project, budget, or workforce plans, change management plans, investment portfolio strategies, and business cases, aligned with the organization missions and goals.
