The Department's primary functions include educational leadership, categorical program administration, and the allocation of over $25 billion in state and federal funds for education. Under the general direction of the Superintendent of Public Instruction, the Chief Deputy Superintendents, and the Deputy Superintendent of the Operations and Administration Branch, the Director, Human Resources Division is responsible for the management of the total personnel services program for the California Department of Education including the State Special Schools and the State Board of Education, which includes classifications and pay, employee discipline, training, health and safety, technical transactions services, labor relations, and examination and recruitment services. Additionally, the Director is responsible for the classification and pay services, examination and recruitment services and technical services of the California State Summer School for the Arts.

Demonstrated ability as a leader to establish administrative programs (personnel, or other administrative areas). Experience at the managerial level developing, analyzing, and implementing administrative or personnel policies and procedures. Experience at the managerial level collaborating with a variety of internal and/or external advisory bodies and policymaking groups on personnel issues of a high profile and/or politically sensitive nature. Experience in managing multi-disciplinary professional and technical staff in order to advance the activities of personnel, organizational culture, or other administrative programs in alignment with the mission and values of the organization/agency. Experience at the managerial level in developing and implementing a broad range of personnel, or other administrative programs, including strategic planning, performance measurement, benchmarking, and organizational/workplace development, including employee engagement and retention strategies.
