The public education system in California is administered at the state level by the California Department of Education for the education of more than five million students in over 1000 local school districts. The Department's primary functions include educational leadership, categorical program administration, and the allocation of over $25 billion in state and federal funds for education. Under the general direction of the Superintendent of Public Instruction, the Chief Deputy Superintendents, and the Deputy Superintendent of the Operations and Administration Branch, the Director, Human Resources Division is responsible for the management of the total personnel services program for the California Department of Education including the State Special Schools and the State Board of Education, which includes classifications and pay, employee discipline, training, health and safety, technical transactions services, labor relations, and examination and recruitment services. Additionally, the Director is responsible for the classification and pay services, examination and recruitment services and technical services of the California State Summer School for the Arts.

    State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.
    Knowledge and Abilities
    Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

    Knowledege of the organization and functions of California State Government including the California Department of Education and the California State Legislature; principles, practices, and trends in public administration, organization, budgeting, and management; techniques of organizing and motivating groups; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; and a manager's responsibility for promoting equal opportunity in hiring, employee development and promotion, and for maintaining a work environment which is free of discrimination and harassment.

    Possession of excellent written and verbal communications and negotiation skills; public relations, analytical, decision making and time management skills.

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated ability as a leader to establish administrative programs (personnel, or other administrative areas).
  • Experience at the managerial level developing, analyzing, and implementing administrative or personnel policies and procedures.
  • Experience at the managerial level collaborating with a variety of internal and/or external advisory bodies and policymaking groups on personnel issues of a high profile and/or politically sensitive nature.
  • Experience in managing multi-disciplinary professional and technical staff in order to advance the activities of personnel, organizational culture, or other administrative programs in alignment with the mission and values of the organization/agency.
  • Experience at the managerial level in developing and implementing a broad range of personnel, or other administrative programs, including strategic planning, performance measurement, benchmarking, and organizational/workplace development, including employee engagement and retention strategies.


  • Examination Information

    The examination process will consist of an application, and Statement of Qualifications evaluation. The Statement of Qualifications will be used to evaluate your education and experience as it relates to the "Desirable Qualifications" listed above, and will also serve as documentation of each candidate's ability to present information clearly and concisely in writing since this is a critical factor to successful job performance.     The Statement of Qualifications (SOQ) serves as the CEA Examination; no additional examination needs to be completed via CalCareers.

    The Statement of Qualifications must specifically address the desirable qualifications listed above. When responding to these items, applicants must follow these guidelines:
    • The SOQ should be numbered in the same order as the desirable qualifications listed above.
    • The SOQ should be typed in 12-point font, single-spaced, with 1-inch margins on letter sized paper (8.5" x 11"), limited to one page per item and no more than three (3) pages total.
    • Responses should be complete, specific, clear, concise, and include examples.
    • Please note: resumes and cover letters will not be considered a substitute for the SOQ.
