General Description

Coordinates and supervises the budget office, the development of the annual budget and the management of the current year budget. Performs work under broad departmental policies and established objectives and interprets policy on own initiative. Decisions and actions impact the entire system and extend into the community. Considerable professional judgment is required. Contacts are regularly and frequently made at all organizational levels within and outside the school system to execute and explain programs and policies. Directs and evaluates the work of administrative and professional staff, including those performing highly technical duties.

Essential Job Functions

Essential Job Functions:

  • Plans, directs and coordinates the preparation of the school division's annual budget and Capital Improvement Plan. Coordinates the development of the annual budget for the Appomattox Regional Governor's School as fiscal agent for that program.
  • Directs and coordinates the monitoring of the execution of the annual budget, including development and maintenance of position control.
  • Provides consultation and technical assistance to schools, departments and staff.
  • Supervises Office of Management and Budget and assigned staff; evaluates staff; determines and prioritizes staff work assignments to most effectively meet the financial requirements of the school division.
  • Oversees, coordinates and directs the preparation of various federal, state and local financial reports including the Annual School Report.
  • Develops and implements administrative policies and procedures for the school division.
  • Monitors General Assembly and State correspondence to determine the impact on Chesterfield County Public Schools.
  • Participates in the development and presentation of materials on financial matters related to school division finances and key policy matters.
  • Performs other related duties as assigned.

Budgetary Responsibility:

Coordinates, directs and monitors the division-wide budget preparation and execution processes.

Report Preparation:

Supervises the preparation of a number of financial reports to the state, the Appomattox Regional Governor's School, the School Board and the departments and schools.

Equipment Operation:

Desktop computer, calculator, proficient in Google Suite / Microsoft Office applications and integrated database applications, including dedicated budget software.

Contacts:

Internal : Superintendent, assistant superintendents, directors, principals, assistant principals, bookkeepers and other employees as necessary.

External : Director of Internal Audit, County budget director and staff, County Accounting director and staff, Appomattox Regional Governor's School staff, State Department of Education staff, staff from other school divisions in the state of Virginia and the general public as appropriate.

Work Direction/Supervision:

Provides work direction to school and departmental bookkeepers - managing all operating funds at a school or departmental level. Directly supervises budget staff.

Decision Making:

Makes independent decisions that directly affect the ability of the department to carry out its functions. The position serves as the deputy clerk of the School Board. The position interprets federal and state law as well as county and school board policies and procedures.

Formal Policy-Setting Responsibilities:

Coordinates, directs and monitors policy development for all areas of responsibility, including communication to schools and departments.

The employee regularly works in an office environment. The noise level in the work environment is quiet to moderate.

Qualifications

Considerable knowledge of fund accounting, financial management, data processing, school budgeting processes and federal and state policies and procedures as they relate to public administration and government operations. Ability to perform complex financial analysis to support decision making. Working knowledge in administrative and managerial procedures and processes to plan, organize and direct a complex organizational component and to supervise and evaluate others performing professional work. Demonstrated ability to communicate effectively, to analyze, interpret and apply state school laws, regulations and local policies.

Requirements

Bachelor's degree required; Master's degree and/or relevant certification (CPA, CFA, CMA, CPFO, CGFM, SFO) preferred. Minimum of 5 years of budget management experience with a solid track record of building teams. MS Office/Google Workspace and integrated database application, including dedicated school budget software, proficiency preferred. Strong verbal and written communication skills. Education, training or experience sufficient to demonstrate the required knowledge, skills and abilities.
