Job Duties
To assist the Superintendent of Public Instruction, Assistant Superintendent for Data, Research & Technology, Cabinet, and agency staff to lead, manage, and support technology systems, approaches, and functions for the VDOE. This includes but is not limited to, serving as the agency's backup AITR with VITA, strategic planning and budgeting for future technological needs, assisting teams in implementing innovative practices, and implementing assigned tasks to maximize agency IT security. This position will also be responsible for managing a team that implements a new hybrid approach to application development leveraging deep technical expertise with our legacy environment systems as well as emerging low-code/no-code application approaches. Additionally, this position manages the team that is responsible for the technical environment used to collect, maintain, and manage mission-critical DOE data and applications. The team is responsible for the development of application code, implementation of database technology, maintenance of database structures, fulfillment of ad hoc reporting, contributing to mandatory federal and state reporting, and adherence to DOE and state software standards.

Minimum Qualifications
- Comprehensive knowledge and skills in designing/developing educational technology systems and planning for their implementation.
- Considerable program and project management skills with a deep understanding of technology.
- Ability to procure, set-up, organize, track, and manage technology assts (hardware and software).
- Ability to apply leadership, management skills, and problem solving capabilities to deliver successful programs and outcomes.
- Ability to apply strategic planning to ensure that all systems necessary to support objectives are operating on budget and providing maximum value.
-Effective communication with internal and external staff via excellent oral and written communication.
- Ability to understand and articulate highly technical concepts to both more technical and less technical audiences; exceptional SDLC and organizational skills.
- Self-motivated/directed with skills in organization, documentation, and planning.
- Experience with educational data and documented evidence of effective use of data analytics.
- Strong understanding of program management, budgeting, and business operations.
Additional Considerations
- Demonstrated knowledge in the areas of information systems, computer science, or related field.
- Demonstrated experience in project management, information technology, educational data analytics, and employee supervision.
