POSITION PURPOSE:

Provide leadership for Bus Operations by maintaining authority over financial, statistical, and operational requirements within Bus Operations, OCC, and Road Supervisory bargaining unit classifications. Establishes policy directives for Bus Operations Support Staff (Managers and Admin.) for effective operations. Develops key policies and initiatives to share with the Chief Operating Officer and other members of executive management. Monitors performance of fixed route performance, develops Key Performance Indicators (KPIs) and metrics and demonstrates continuous effort to improve Bus operations, improve safety processes and reporting, manage labor relations issues, enhance employee engagement, decrease turnaround times, identify capital needs, streamline work processes and work cooperatively to provide outstanding customer service.

ESSENTIAL JOB FUNCTIONS:
  • Directs the management, administration and coordination of the daily fixed-route and express routes of the authority.
  • Develops and manages the Bus Operations operational budget, capital budget, key policies and initiatives for Bus Operations.
  • Executes the goals and policies set by the Chief Operating Officer and the Authority's Board of Directors.
  • Provides operational input to the Chief Operating Officer into the development of long and short-range organizational goals and plans and may act on behalf of the Chief Operating Officer in the case of his/her absence.
  • Prepares statistics and reports on key performance indicators, safety metrics and other transportation operations, variances and staffing data.
  • Ensures operating compliance of the collective bargaining contracts on a daily basis and oversees the administration of the grievance process.
  • Serves as disciplinary hearing officer for Union contract disputes.
  • Monitors contracts and amendments to contracts with agencies and providers.
  • Evaluates subordinates' performance and training needs through the HART Performance Review process.
  • Monitors compliance with Florida Department of Transportation (FDOT) and Federal Transit Administration (FTA) regulations and standard operating procedures.
  • Collaborates with various departments to discuss operational and staffing needs, bid requirements, service planning, and scheduling development.
  • Interacts with high-level officials within HART and external partners and elected officials.
  • Ensures provision of excellent transportation and customer service for customers and stakeholders throughout Hillsborough County.
  • Responds to and resolves customer complaints.
  • Sets thresholds for training/refresher training and overtime/platform time.
  • Ensures the Bus Operations staff have adequate tools and resources to provide a safe, efficient and friendly service to the public.
  • Fosters a positive working environment to reduce absenteeism and attrition.
  • Conducts special projects as directed by the Chief Operating Officer and/or CEO.
  • Establishes positive working relationships with internal and external customers.
  • Develops detailed work instructions for emergency operations (e.g., hurricane evacuations and operations).
  • Coordinate with other transportation partners within the Tampa Bay area to ensure seamless multimodal services, (i.e. Mega Bus, Red Coach, PSTA, TPD, HCSO, City of Tampa, and others).
MARGINAL FUNCTIONS:
  • Performs other work-related duties as assigned.
  • NOTE: This is a 24/7 essential employee position. The Director of Bus Operations will be expected to be available on select weekends, during emergencies and special events.
REQUIREMENTS:

Education and Experience:
  • Bachelor's degree in business administration, public administration, transportation management or related field. Three (3) years of related experience may be substituted for each year of college requirement.
  • Ten (10) years' executive level experience in public or private transit systems management with a focus on fixed route operations, including experience in scheduling, safety and working in an active union environment.
  • A minimum of five (5) years of progressive experience at a management level supervising multiple areas of staff and working in a union environment with labor relations experience.
Machines, Tools and Equipment Used:
  • Ability to operate small office equipment, including copy machines or multi-line telephone systems, as well as a computer for both data entry, word processing, and/or accounting purposes.
Licenses/Certifications:
  • Valid Florida Driver's License or be able to obtain one within in 10 days of hire or moving to the State of Florida.
  • Must obtain Florida Commercial Driver's License (CDL) Class (B) with "P" (Passenger) endorsement within the first six (6) months of employment.

Physical Demands/Work Environment:
  • Work is performed in a standard office environment. Incumbent may sometimes be located in an outdoor, street, construction site or confined space environment.
  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
  • Incumbent may be exposed to potentially to rude or irate individuals.
