Minimum Qualifications

Requires at least a baccalaureate degree in the field. Please contact your Human Resources office for an evaluation of education/experience in lieu of the required minimum qualifications.

Preferred Qualifications

Requirements for the position include at least a baccalaureate degree in the field: degree in architecture, landscape architecture, engineering, or construction management and five years of work-related experience.

Desirable qualifications include a graduate degree in any of the above fields and professional licensure in engineering, architecture, landscape architecture, project management professional (PMP), or equivalent.

Position Summary

The College of Veterinary Medicine (www.vet.uga.edu) at the University of Georgia invites applications and nominations for a Director of Facilities Planning and Real Property. This position reports directly to, and confers regularly with, the Sr. Director of Finance and Administration. The Director of Facilities Planning and Real Property is responsible for managing all liaison activities between the College - its personnel, strategic capital planning, initiation and budgeting of design and construction projects, real estate transactions, farm management, and space management - and the UGA Office of University Architects and UGA Facilities Management Division. Responsibilities also include oversight of more than 300 acres and 1,500,000 square feet of facilities, as well as coordinating facilities issues with Directors of the Athens and Tifton Vet Diagnostic Labs and Vet Teaching Hospital, farm managers, the Dean, Associate Deans, Assistant Deans, senior college staff, and department heads on main campus.

Knowledge, Skills, Abilities and/or Competencies
  • Experience in project management of higher education academic and research facilities
  • Knowledge of building codes across a broad range of disciplines.
  • Knowledge of UGA building design and construction standards.
  • Ability to oversee facilities design and construction processes, master planning, space management, real estate transactions, and act as a liaison between the College and the Office of University Architects and Facilities Management Division.
  • Knowledge of USG Procurement regulations focusing on large facilities and infrastructure projects.
  • Strong knowledge of Geographic Information System Mapping (GIS) associated software.
  • Strong analytical/problem-solving skills.
  • Effective leadership, communication, and relationship-building skills.
  • Ability to prepare word-processing documents, spreadsheets, and presentations.
  • Ability to direct multiple projects.
  • Experience leading a minimum of 5 direct reports in addition to student workers.
  • Exceptional customer service skills

Duties/Responsibilities

Coordinate facilities and real estate issues at all CVM facilities and research farms. These locations include the main CVM campus and Vet Teaching Hospital in Athens, the VDLs in Athens and Tifton, Rose Creek Farms in Oconee County, and Riverbend Farms in Athens.

Many of these duties involve attendance at planning and/or construction meetings for ongoing design and construction projects. Other duties focus on planning for facilities repair and upgrades.

Serve as CVM representative with Architects, Engineers and consultants hired by UGA for larger college projects where full design documents are required.

Clearly communicate CVM interests and needs to Architects and Engineers for them to be able to successfully perform their tasks, including but not necessarily limited to programmatic requirements, as-built information, utility information, sequence of operations, and test & balance reports. Familiarity with UGA design and construction standards and ability to determine specific UGA requirements is critical to maintain consistency on campuses. Review partial design documents and offer suggestions for improvements. Coordinate the testing of suspect hazardous materials on campus for asbestos and lead paint content and maintain a file for tested items. Coordinate any possible requirements for archeological assessment and or historical preservation review through the Athens OUA office. Complete GEPA assessment forms for projects with any ground-disturbing activities.

Participate in the management of design & construction projects on the Athens Campus and outlying properties. This includes preparation and signoff of FPIFs (Facilities Project Initiation Forms) and determination of funding sources in conjunction with the CVM Business Office or remote business offices.

Duties/Responsibilities

Act as liaison between the units of the College and University Finance & Administration units - OUA, FMD, Real Estate, ESD, and Risk Management. Activities include monthly meetings to review project status with OUA & FMD and keep projects moving, as well as representing CVM interests in the monthly facilities meeting held by the Office of Research. Real Estate and Procurement matters may also require interaction with the Office of Legal Affairs and the UGA Real Estate Office.

Provide guidance and support to CVM administrative and operational employees regarding University guidelines, design standards, and procurement requirements. Particularly, assist the operational employees to solve problems and plan for future interactions with UGA administration. This includes the identification of funding sources and disbursement of funds.

Hire, train and develop, supervise, and monitor staffing needs of CVM facilities staff and supervise management of CVM vehicle and farm equipment.

Manage the annual MRR request cycle and maintain records of capital requests and deferred maintenance needs throughout the College. The MRR cycle includes distribution of the initial call for projects, guidance as the units prepare project lists, receipt, and tabulation of those requests (averaging $15 million per year), presenting the lists to the senior college administration for prioritization, assisting the units prepare final documentation of the priority projects, and prepare the final submission to the MRR committee. Respond to other periodic requests from the University Business Office, such as capitalization of projects.
