Director of Transportation

Supervised by/Reports to: Deputy Superintendent

Supervises: Transportation department employees and bus drivers

Job Goal: To organize, staff, and supervise the Transportation Department to effectively and efficiently provide transportation services for the Tuscaloosa County School System.

Qualifications:
  1. Verified proof of four (4) years' successful experience in a management position related to transportation in a government or private enterprise; OR verified proof of three (3) years' successful experience in a management/supervisory position in a school transportation system. Alternatively, a valid Alabama certificate in administration/supervision or educational leadership with at least five (5) years' successful administrative experience. Basic knowledge of automotive mechanics to supervise safe work in the transportation shop preferred.
  2. Experience in organizing and/or providing professional staff development.
  3. Maintain a current Department of Transportation (DOT) physical.
  4. Possess and maintain a valid Alabama bus driver certificate and commercial driver's license (CDL) and an insurable driving record.
  5. Ability to meet the suitability criteria for employment and/or certification licensure under the Alabama Child Protection Act of 1999 and Act No. 2002-457.
  6. Excellent organization, verbal and written communication, and public relations skills.
  7. Strong interpersonal, coaching and employee development skills; ability to provide leadership for a significantly diverse group of employees, students, and families.
  8. Ability to manage, supervise and evaluate assigned personnel.
  9. Ability to manage a transportation fleet and mechanics program to serve all school and department needs of the school system.
  10. Ability to plan, organize, supervise, and evaluate all programs related to the effective operation of school system transportation systems.
  11. Ability to utilize transportation routing, GPS tracking software, accounting, inventory control, and other applicable technology in performance of job duties.
  12. Ability, agility, and stamina to engage in prolonged sitting, standing, stooping, kneeling, crawling, bending, turning, and reaching. Lifting up to 50 pounds occasionally required.
  13. Ability and willingness to work after hours, weekends, or holidays when necessary and serve "on-call" 24 hours.
  14. Ability to be punctual and in regular attendance.
  15. Such alternative qualifications to those listed as the Board may require.

Performance Responsibilities and Essential Functions:
  1. Demonstrates support for the school system and its vision, goals and priorities.
  2. Monitors buses and observes routes during the school year to ensure drivers are following county and state policies and procedures.
  3. Establishes school bus routes and stops that adhere to the ALSDE, LEA, and Department of Public Safety guidelines and instructions to ensure student safety.
  4. Recruits, screens, and assists with the selection and training of transportation department supervisors, shop foremen, and other assigned personnel.
  5. Assists school administrators and drivers in the development of procedures for loading and unloading of buses.
  6. Establishes routes and time schedules and monitors loads; continually assesses the need for change.
  7. Assists school administrators with the discipline of students as related to bus problems; knowledge of the TCSS Student Code of Conduct.
  8. Ensures that all school system vehicles meet all local, state and federal requirements.
  9. Ensures that all buses and school system vehicles are safe and dependable.
  10. Directs a schedule of all regular maintenance and repairs to buses and vehicles.
  11. Coordinates with Special Education Department regarding transportation needs for students.
  12. Designs work assignments and training of mechanics required to qualify them for State School Bus Mechanic Certification.
  13. Ensures that proper parts, fuel, oil, grease, tools, and equipment needed to maintain the fleet of vehicles are available.
  14. Implements schedules for daily, monthly, and annual school bus safety inspections.
  15. Accurately prepares and submits all monthly and annual school bus reports.
  16. Recommends to the Superintendent vehicle needs in terms of retiring used vehicles and purchasing replacements and additional vehicles.
  17. Works with students, teachers, and parents in the matter of safety awareness as needed.
  18. Plans, monitors, and evaluates transportation safety plans, evacuation drills, and security equipment training.
  19. Assumes the responsibility for fiscal management and inventory control for transportation services and operations.
  20. Participates in the development of all transportation vehicle specifications for bids.
  21. Maintains an accurate and current insurance listing of all vehicles owned by the Tuscaloosa County Board of Education.
  22. Views digital or recorded evidence to help monitor both student and driver behavior.
  23. Maintains digital images and recorded evidence collected by video cameras on school buses as required.
  24. Assumes responsibility for the CDL drug testing program for the Tuscaloosa County Board of Education.
  25. Collaborates with school administrators, administrative personnel, and/or ALSDE or other transportation professionals on task forces, problem-solving and/or planning teams to improve transportation services.
  26. Maintains bus route descriptions and maps in routing software.
  27. Evaluates the job performance of assigned employees and provides documentation of employee performance issues; makes recommendations for improvement, and recommends training or professional development as needed.
  28. Maintains appropriate confidentiality regarding school/workplace matters.
  29. Demonstrates initiative in identifying potential problems and/or opportunities for improvement in areas of responsibility.
  30. Reports potential problems, unusual events, or work irregularities to appropriate administrative or supervisory personnel.
  31. Responds to inquiries, requests, constructive feedback, concerns and/or complaints in a timely and positive manner.
  32. Maintains and submits reports, records, and correspondence in a timely and accurate manner.
  33. Properly uses and cares for equipment and material resources of the school system and effectively supervises and monitors others in the care, maintenance, and use of equipment and inventory.
  34. Serves as needed on committees, tasks forces, or other representative bodies to assist with planning, decision-making, or reporting for the school system.
  35. Engages in personal professional growth, adheres to professional standards, and demonstrates professional ethics, sound judgment, and leadership.
  36. Performs duties in a courteous and professional manner.
  37. Possesses the physical ability and dexterity to visit schools and community sites/work areas for decision-making relative to transportation.
  38. Adheres to school system rules, administrative procedures, local Board policies, and state, federal, and local regulations.
  39. Reports absences and takes leave in accordance with Board policies and procedures; prepares for substitutes according to Board policies and school procedures.
  40. Performs any other job-related duties as assigned by supervisor(s).

Terms of Employment: Twelve-month position in accordance with the Board's salary schedule.

Evaluation: Performance of this job will be evaluated in accordance with provisions of the State Department of Education and/or Tuscaloosa County Board of Education policy on evaluation of classified personnel.
