Summary

The Build America Bureau (Bureau) is responsible for supporting transportation infrastructure development projects in the United States. The Bureau streamlines credit opportunities and grants and provides access to the credit and grant programs with more speed and transparency, while also providing technical assistance and encouraging innovative best practices in project planning, financing, delivery, and monitoring.

Duties

The Director will primarily focus on the execution, and management of multimodal and place-based technical assistance grant programs including those focused on assisting recipients with funding and financing innovations, and on assisting recipients build local capacity to enable greater success in accessing federal funding and in successfully delivering federally funded and financed projects. The Director will be responsible for developing best practices in program and project planning, development, financing, delivery, maintenance, and operation to advance transformative transportation projects. The Director will establish the office to enhance customer experience, coordination, and efficiency through consolidated execution of grants and activities DOT manages through the Under Secretary, OST Office of Policy, Build America Bureau, and Federal Highway Administration with the goal of advancing Departmental strategic priorities and program implementation.

This position will be critical in the structure of the Build America Bureau and foster the formulation and recommendations on important infrastructure project planning agenda items. The Director will supervise and provide leadership direction to senior level GS positions with a projected staff of 25 including federal employees and contractors.

The Director is responsible for $191.5 million in grants, cooperative agreements, and contracts for technical assistance, financial services, and capacity-building to support a range of urban, rural, ad Tribal communities.

CONDITIONS OF EMPLOYMENT:

  • PROBATIONARY PERIOD: Complete a one-year SES probationary period (unless already completed).

Qualifications

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below.

TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications.

TQ 1- Demonstrated executive experience overseeing divisional offices which are responsible for managing staff, contracts, budget and identified technical assistance and capacity building programs to ensure communities of all sizes can access government funding opportunities.

TQ 2- Demonstrated executive experience as an operational manager to support the leaders in developing and building a technical assistance program to support the execution of a multi-billion dollar grant and loan program.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A Senior Executive Service (SES) reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education. Applicants determined to be highly qualified may undergo multiple interviews.
