Job Summary

Cape Fox subsidiary Mountain Point is seeking a qualified Director of Operations. This candidate will provide oversight of a wide range of construction projects, with a focus on Infrastructure and Utilities. Work will be performed primarily within the Southern United States (Texas, Louisiana, Mississippi, Alabama, Georgia, Arkansas, Florida), but will also include global locations. Utility work will focus on specific electrical and underground water infrastructure (e.g., potable water, storm, sewer) and all associated earth moving services.

The Director of Operations oversees and optimizes the operational efficiency of our multi-disciplined construction portfolio. Reporting directly to the Sr VP of Construction, the employee will be responsible for leading and coordinating the operational activities across all construction business lines to ensure seamless execution of projects, adherence to budgets and timelines, and maintenance of high standards of quality and safety as well as exemplifying the Cape Fox Construction Group culture and values. The Director of Operations supports internal department development for standard operating procedures (SOPs), deliverables, subcontractors, engineering design firms, business development, estimating efforts to grow the division and company. The employee will help improve and/or develop internal quality control and safety policies. The Director of Operations will oversee the department of program managers, project managers, site superintendents and their projects. The employee will maintain overall schedules and ensures work is completed on time.

Essential Functions and Responsibilities

Duties include:

  1. Strategic Leadership:
    • Develop and implement strategic initiatives aligned with the company's goals and objectives.
    • Provide leadership and guidance to the Directors of the individual Construction Business Lines. Initial leadership in developing Vertical, Energy and Expeditionary with the Sr Vp of Construction.
    • Coordination with Cape Fox Shared Services on software and reporting requirements.
  2. Operational Oversight:
    • Oversee day-to-day operations of all construction business lines, ensuring efficient project delivery.
    • Establish Standard Operational Procedures consistent with Cape Fox's high standards for quality and safety as well as profitability and risk mitigation.
    • Establish and Monitor project performance metrics and implement improvements to enhance operational efficiency and profitability.
    • Manage resource allocation and capacity planning to optimize productivity and minimize costs.
  3. Quality and Safety Assurance:
    • Uphold and enforce rigorous quality standards and safety protocols across all projects consistent with the standards set by Corporate Quality and Safety Leadership.
    • Implement continuous improvement processes to enhance quality, safety, and operational excellence.
  4. Financial Management:
    • Collaborate with the finance and accounting department to develop and manage budgets, forecasts, and financial performance metrics.
    • Identify cost-saving opportunities and implement measures to control expenses without compromising quality or safety.
  5. Client and Stakeholder Relations:
    • Build and maintain strong relationships with clients, subcontractors, suppliers, and regulatory authorities.
    • Ensure client satisfaction by meeting project requirements and addressing any concerns promptly.
  6. Team Development:
    • Foster a culture of teamwork, collaboration, and professional growth within the operations department consistent with the Cape Fox Construction Group culture and values.
    • Recruit, train, mentor, and develop a high-performing team of operations directors, program managers, project managers and operational staff.
    • Establish an operations education and training program to ensure all staff are up to date on required certifications and registrations.

Work Environment

Primary work will be supporting all construction efforts on U.S. Government contracts at military installations.

Job Requirements

Education and/or Experience
Bachelor's degree in Construction Management, Civil Engineering, Business Administration, or a related field (Master's degree preferred) or equivalent experience that demonstrates proven experience (minimum 5 years) in a senior operational role within the Federal construction industry (preferably DOD and specifically USACE), with a track record of successfully managing multi-business line operations.

In-depth knowledge of Federal construction operations (preference given toward DOD and USACE), project management methodologies, and regulatory requirements.

Certifications and training should include:

Candidate shall have, or obtain the following certifications/courses within 90 days of employment
  • USACE, Construction Quality Management for Contractors
  • 30-hour OSHA Construction

  • Computer skills including Microsoft Word, Excel, PowerPoint, and Outlook.
  • Frequent travel may be required.
  • Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986.
Physical Requirements

This position requires the ability to maneuver around work sites, see, hear, and verbally communicate with co-workers and clients. Essential and marginal functions may require maintaining the physical condition necessary for bending, stooping, sitting, walking, climbing, or standing for prolonged periods of time; frequent opportunity to move about and to work outside the office environment for extended periods involving exposure to the elements with weather that will include extreme heat, cold, wind, rain or other inclement weather, walking over rough and uneven surfaces, and routine lifting of up to 25 pounds. If required, must properly use personal protective equipment (PPE) at all times including but not limited to; hard hats, steel-toed boots, eye protection, respiratory protection, and hearing protection.
