Compensation

Salary Range -$93,473 - $132,672 - Hay Level D

Responsibilities

This position directs and manages the production of weekly Service Plan packages by which the Department of Subways implements General Orders to accomplish capital, maintenance, and other work and by which the Department of Buses implements substitute bus operations.

Job duties include:

• Chair weekly interdepartmental G.O. Meeting to develop consensus on scheduling and operational details for upcoming Service Plans.
• Resolve interdepartmental and inter-agency conflicts regarding track access implementation.
• Provide final review for all Service Plans consistent with accepted policies.
• Participate in weekly meeting/conference call with Subways and OP schedules to review service plans to identify and resolve operational issues.
• Participate in periodic meetings/conference calls with Dept. of Buses to review substitute bus service plans and identify and resolve operational issues.
• Provide Service Plan information, including posters and language for electronic dissemination, to outreach and communications offices within the MTA, as well as to senior management at NYCT, MTA Construction & Development, and MTA Headquarters.
• Develop and widely disseminate late deadline track access changes requiring new and/or modified Service Plans.
• Respond to emergencies that affect the delivery of rail service and that require rapid development and communication of alternative service plans.
• Coordinate and facilitate, with MTA IT, MTA Construction & Development, and Dept. of Subways, the development and implementation of an integrated service plan database system, including ensuring the smooth transition from a legacy Unified General Order System (UGOS) to a new system.

Education and Experience

Baccalaureate degree required in City planning, Transportation Planning, Public Administration, Engineering or a closely related field and eight (8) years full-time paid experience in such areas; of which four (4) years must have been in a supervisory or managerial capacity

Desired Skills

The ideal candidate will possess:

• Extensive and extremely detailed knowledge of NYCT rail system, including rail configuration, switches, signals, track capacity, station layouts and station capacity.
• Extensive knowledge of ridership volumes and patterns throughout the subway system.
• Knowledge of train operating rules and procedures and safety standards.
• Extensive knowledge of NYC geography (streets, bridges, neighborhoods, and bus routes.)
• Knowledge of bus planning and scheduling practices.
• Knowledge of construction practices and techniques.
• The ability to negotiate and to adapt quickly to changing conditions and priorities.
• Strong analytical and strategic thinking capabilities.

Selection Method

Based on evaluation of education, skills, experience, and interview.
Appointment may be at a comparable level to current level of selected candidate (if necessary)
