Cloud Operations and Innovation (CO+I) is the team behind the Microsoft Cloud. CO+I is responsible for delivering all Datacenter Infrastructure capacity to support our systems to deliver for our customers required demand. Our focus is on smart growth, high quality delivered to meet demand while reducing the cost of the overall delivery.

We are looking to fill the role of Director, Site Services to help build the program to manage the site services infrastructure (water/wastewater, easements and asset management) that power Microsoft's online services.

The Cloud Infrastructure Planning and Execution team is responsible for the delivery and pre-positioning of Datacenter real estate needed to build out Microsoft's cloud infrastructure. The types of projects include land acquisition and pre-development, Build to Suit lease development and working on the development of incentives for those projects.

The Director, Site Services will be a key stakeholder responsible for coordination across a variety of internal and external stakeholders including the Development Managers, Acquisition Managers, Engineering and Design, Utility, Fiber, and Construction, as well as a wide variety of external key parties to ensure an end to end coordinated delivery for Datacenter development. The US Regional Site Services Manager will be a key player in both the execution and site development of our projects. Responsibilities:

This role is part of a team of real estate experts and the greater organization to drive an effective, fast and efficient development process to eliminate gaps between teams and ensure delivery of various Real Estate Development projects. The person in this role will be responsible for driving appropriate cross team delivery in support of easements for the real estate development, power, water, and fiber team; management of wet utility due diligence, water and wastewater permit planning and approval, support enablement of offsite water/wastewater infrastructure during site acquisition, development, design and construction; and management of AMERs asset portfolio throughout the cloud lifecycle of infrastructure development to allow for the construction and delivery of our critical infrastructure. This will entail working with internal and external stakeholders to manage the delivery and execution of agreements, licenses, permits and contracts as required to meet the unique challenges of each specific project.

Tasks will include a wide variety of unique and often, first time processes for CO+I. Developing the relationships and both internal and external networks to be able to effectively keep each project moving from a policy, procedure, and paperwork flow will be key to success. Keeping the consistent flow of permits, documentation, agreements, contracts, and signatures moving through the system to meet often external deadlines is essential to achieving our targeted scale. Specifically:
  • Drive cross-team delivery of sites services program while communicating key risks, mitigations, and policies to internal Microsoft stakeholders.
  • Program development and management for external suppliers negotiations
  • Work with teams across the US to manage external stakeholder risk
  • Research new markets and engage with site selection to de-risk scope delivery (easements, water/wastewater, asset management)
  • Project manage internal/external legal counsel workflow to ensure swift execution of program deliverables
  • Leads the identification of requirements and strategies for program enablement across multiple datacenter projects. Gathers requirements, identifies resource needs, creates the enablement schedule and project execution plan and targets, and works across teams to drive the successful delivery of the schedule for full program
  • Clearly define complex program issues, assessing various scenarios, and selecting the optimal execution plan to resolve issues and enable delivery to the datacenter. Strives for simplification. This includes comprehensiveassessments during due diligence and throughout design and construction to identify site services requirements and associated risks.
  • Coordinate with key internalcounterpartsincluding land development,design, construction,operations and environmental teamleaderstodevelopcomprehensiveand integrated site services deliverystrategies
  • Identify agency engagement strategy and representMicrosoft in key meetings with applicable Authorities with Jurisdiction (AHJ), regulatory agencies, external stakeholders,and the public tofacilitatedelivery and datacenter development. Support of regulatory agency, stakeholder and community engagement activities and negotiations for new builds and existing facilities.
  • Enable and support team ownership on strategic relationships with utilities, AHJs, regulatory agencies, government officials and other key external stakeholders.
  • Lead the development of program tools and processes to continuously improve the delivery of the site services program fordatacenter development, as well as improve key metrics for delivery timeline predictability.


Qualifications:

Required Qualifications:
  • 7+ years people management experience. Bachelor's Degree in business management, real estate, project management, or related field AND 7+ years relevant experience OR 10+ years equivalent experience.

  • 7+ years experience in delivery of infrastructure real estate and negotiations/agreements across a diverse set of utility services.
Preferred Qualifications:
  • Demonstrated track record of a willingness and ability to consistently dive into project delivery, creative problem solving, and the ability to push past barriers to achieve full project execution.
  • Ability to engage directly with municipalities, authorities, utility districts, Architects/Engineers, land agents and attorneys to drive appropriate resolutions to development.
  • Ability to conduct online research about properties, codes and ordinances, understand and interpret research, and summarize findings in a concise manner.
  • Community Engagement and Stakeholder engagement experience
  • Datacenter real estate and easements experience
  • Experience in delivery projects in multiple jurisdictions
  • Experience working internationally in Real Estate Development.
  • Experience in project scheduling programs such as Microsoft Project
  • Experience in negotiating terms with a variety of land owners
Real Estate Portfolio Management M6 - The typical base pay range for this role across the U.S. is USD $129,200 - $273,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $162,000 - $299,400 per year.
