ABOUT THIS POSITION

The City of Phoenix Water Services Department (WSD), one of the nation's largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix.

The Distribution Utility Specialty Technician works under general supervision in an independent role performing time sensitive, specialized work within the water distribution or wastewater collection system. Utility Specialty Technicians use Mobile devices with an asset management system to receive work orders and document work performed. Duties include, and are not limited to, work performed in all the following specialty operations: valve assessments and isolations, flow tests, auto flushers, hydrant repair, large transmission main/valve operation, large wet taps, leak detection and water compliance.

SALARY

Pay Range: $22.61 - $35.08 per hour.

Hiring Range: $22.61 - $27.49 per hour.

MINIMUM QUALIFICATIONS

General requirements:
  • One year of experience performing duties involving the installation, maintenance, repair, testing, monitoring, and/or blue stake locating activities for the water distribution system or wastewater collection system.
  • Dependent on the specialty/operational area of assignment and the complexity of the tasks, this classification requires an additional six months to one year of experience in the specialty area.
  • Incumbents are required to possess an Arizona Department of Environmental Quality (ADEQ) Grade 1 certification in either Water Distribution OR Wastewater Collection at time of application and obtain an ADEQ Grade 2 certification in Water Distribution AND Wastewater Collection by the end of the twelve-month probationary period.
  • Appropriate certifications must be maintained as a condition of employment in this job classification.

Wastewater Collections requirements:
  • Two years of experience operating commercial equipment over two tons, six months of which must be operating a backhoe, front-end loader ranging from 3/4 cubic yards to 4 cubic yards, termite, or other related construction equipment.
  • Incumbents are required to possess an ADEQ Grade 1 certification in Wastewater Collection at time of application and obtain an ADEQ Grade 2 certification by the end of probation.
  • Incumbents are required to possess an Arizona Department of Transportation (ADOT) medical examination and possess a class A Commercial Driver License (CDL) with a Tank Vehicle (N) endorsement at the time of application.
Blue Stake requirements:
  • Incumbents must possess an ADEQ Grade 1 certification in either Water Distribution OR Wastewater Collection at time of application.
  • Incumbents must possess both ADEQ Grade 1 certifications in Water Distribution AND Wastewater Collection by the end of probation.
Driving requirements:
  • This classification requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record.
  • Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
  • Some positions may be required to possess a CDL and therefore, will require the employee to pass an ADOT physical exam to obtain the appropriate CDL.
  • Pre-employment drug testing is required, and employees will be subject to unannounced alcohol and drug testing as a condition of continued employment.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Two years of experience locating utilities/blue stake.
  • Experience with GIS and/or Water Net programs.
  • AZ 811 experience.
  • Experience utilizing UtiliSphere or similar assets management systems.
  • Requires the ability to:
    • Walk for prolonged periods of time and travel across rough, uneven, or rocky surfaces.
    • Work in small, cramped spaces.
    • Work in extreme weather conditions such as extreme heat, thunderstorms, high winds, humidity, and sudden temperature changes.
    • Use a variety of hand tools and electronic devices.
