Duties

NCTC's Directorate of Intelligence (DI) is seeking a hard-working Production Manager to lead visual analysis for a group managing analytics and multimedia for the Center. The officer in this position will oversee its team of visual specialists in their mission to partner with analysts to create media for the IC and senior policymakers to effectively present finished intelligence. The Division consists of graphic designers, cartographers, and multimedia specialists who develop creative solutions for briefings and publications including charts, graphics, maps, illustrations, video, interactive, and web. A Production Manager at this level is expected to:

Develop and lead a team of professional staff and assess performance, collaborate on and oversee goal setting, and provide feedback on personal and professional development.

Oversee and manage complex, high-impact publications/media team projects and direct the development of new and systematic processes for production management and quality control.

Determine strategic direction and provide leadership and management oversight for the continuity of daily team operations and development of future team plans for publication/media personnel, resources, and programs located within an Office of the Director of National Intelligence (ODNI) production team.

Plan and foster team coordination and collaboration with key customers, stakeholders, publications/media management, and senior personnel to ensure staff are capable of delivering the highest quality media products and services in close alignment with ODNI customer programs and requirements.

Ensure continuity of team operations by guaranteeing that the team is equipped with the tools and expertise required to meet future customer office and mission needs.

Monitor trends in external private industry publications/media businesses, as well as changes to customer requirements for media deliverables; anticipate the impact of changes on the team's ability to support ODNI mission needs and proactively plan and implement strategies to leverage change to the customer's advantage.

  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Expert knowledge of customer organizations in order to ensure the team is capable of providing exceptional media products and customer service that is in close alignment with mission requirements.

Superior interpersonal, organizational, negotiating, and problem-solving skills, including superior ability to work effectively both independently and in a team or collaborative environment.

Superior ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as superior ability to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions.

Superior ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.

Expert knowledge of corporate policy and guidelines for publications and multimedia production; knowledge of formats, standards, and production resources for print and electronic publishing and/or video and multimedia processes and services.

Expert ability to direct taskings, assess and manage performance, collaborate on goal setting, and support personal and professional development of all levels of personnel.

Eight or more years of related work experience in a national security or intelligence agency.

Desired Requirements

Previous experience in production management.

Experience managing a contract workforce; COTR training.

Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination:

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.

Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.

Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
