Minimum Qualifications

  • Graduation with a Bachelor's degree from an accredited college or university with major course work in a field related to the job, plus six (6) years of experience in planning, directing, and organizing operations in a field related to the job, including three (3) years of experience in a supervisory capacity.
  • Any equivalent combination of education or experience may be substituted.



Licenses or Certifications:

Valid Texas Class C Driver License.

Position Description:
The Street and Bridge Operations, Distinct Maintenance Division, is hiring for an Infrastucture Operations Division Manager. This role will be responsible for providing strategic and operational leadership which includes the full range of leadership and managerial activities associated with leading a large organization (70+) comprised of workgroup superintendents, coordination teams, and technical construction staff.
Essential Employee:
This has been designated as an Essential Employee position. In the event of a City-designated emergency, Essential Employees provide services that impact the public health, safety, utility services, and welfare of members of the Austin community and other employees and ensure the continuity of essential operations. In such an emergency, Essential Employees may be called back in, may be required to modify their schedule, may be assigned to a City-designated work site, or may be retained on site to assist with operations and recovery.

Driving Requirement:

This position requires a Class C Driver License. External New Hires must meet the City of Austin's Driver Record Evaluation ( DRE ) requisite . To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

Skills Assessment:
This position may require a skills assessment. If you are identified as a top candidate, verification of your education, which may include High School graduation or GED , undergraduate and/or graduate degrees, will be required.
90 Day Provision for Additional Vacancy:

If the same or an additional vacancy occurs within the Public Works Department in the same job title within 90 days after the start date of the top candidate, the additional position may be offered to another top candidate from the same candidate pool. This may include filling other vacancies with the same job title in other division/work locations within the City of Austin Public Works Department. Decisions on assigned selection may be made at the time of hire based on the business needs of the department.

Preferred Qualifications
Preferred Experience:
1. Experience forecasting expenditures and developing, monitoring, and managing an annual operating budget and five-year budget forecast to include capital equipment acquisition.
2. Experience in designing and monitoring performance measures for large organizations across operational, financial, administrative and logistical activities.
3. Experience creating visual presentation material and giving presentations to a variety of audiences to include public speaking in virtual and physical environments.
4. Experience developing and implementing daily, weekly, quarterly, and annual work plans to organize, schedule and execute planned and unplanned maintenance work.
5. Experience regularly designing, managing, and coordinating large scale emergency response teams (25+ staff) to restore safe right-of-way conditions.
6. Experience designing, managing, and refining work order management workflows.
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Manages the programs, projects, and daily activities of the division; prioritizes projects and work activities while ensuring task completion. Prepares yearly work plans for function groups within assigned division. Reviews and/or approves plans and/or permits.
  • Manages and coordinates special project activities with engineers, inspectors, project managers, department divisions and other City departments. Evaluates programs for effectiveness and accomplishment of goals.
  • Forecasts, develops, and monitors the division budget and expenditures in partnership with key members of the department.
  • Conducts field investigations and evaluates quality of work completed and in progress for accuracy.
  • Evaluates, develops, revises, and implements standard operating practices, procedures, and protocol to ensure division is aligned with department goals, operational effectiveness, and performance
  • Ensures compliance with applicable policies and procedures including Federal, State, and Local ordinances and regulations.
  • Researches, investigates, and responds to inquiries, citizens' complaints, code violations, and concerns.
  • Develops, audits, and revises division performance standards, measurements, and quality assurance activities.
  • Prepares and reviews operational and financial summaries and/or reports for management review.
  • Monitors contracts and contractors to ensure compliance with contractual obligations.


  • Responsibilities- Supervision and/or Leadership Exercised:

    • Ability to establish and maintain good working relationships with other City employees and the public.
