Job Duties

The Virginia Department of Motor Vehicles (DMV) is looking to hire two (2) Senior Policy Analysts in Legislative Services. These positions support DMV leadership and staff by translating internal agency policy concepts into draft legislation, regulations, and guidance documents; providing technical and practical analysis of legislation and regulations proposed by external stakeholders, including citizens, legislators, industry trade groups, and other state agencies; preparing responses to policy inquiries from external stakeholders; tracking federal and state legislation and regulatory changes, evaluating their impact on DMV, and writing clear, concise, and complete assessments for DMV leadership, the Secretary of Transportation, and the Governor; monitoring the General Assembly's committee and subcommittee meetings and floor sessions; representing DMV at legislative hearings and other government body meetings; leading and documenting the deliberations and decisions of DMV policy work groups; outlining and drafting DMV study reports; and researching, analyzing, and providing guidance about the interpretation and implementation of statutes, regulations, and guidance documents using the canons of construction.

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications

To be considered for this position, the application/resume must establish that the candidate has:

• Working knowledge of the structure and operation of legislatures and their committees;
  
• Experience researching federal and state statutes, regulations, legislative documents, and case law;
• Understanding of how courts interpret statutes and regulations by applying judicial precedents and the canons of construction;
  
• Excellent oral and written communication skills, including the use of standard English spelling, punctuation, and grammar;
  
• Proficiency in evaluating policy positions, legislation, regulations, and guidance documents, then writing thorough, succinct, and coherent analyses;
  
• Demonstrated ability to manage multiple assignments simultaneously, organizing work and synthesizing input from a diverse group of people and special interests, including collecting, compiling, and accurately analyzing data; and
• Demonstrated ability to distill complex and nuanced problems and policies into concise but accurate summaries tailored to the intended audience, which may include the public or senior government officials.

These requirements may be fulfilled by either education or work experience.

Additional Considerations

Additional consideration will be given to those who have experience:

• Drafting legislation, regulations, and guidance documents, and evaluating and advising which vehicle is most appropriate to implement the policy at issue;
  
• Using the General Assembly's Legislative Information System and Lobbyist-in-a-Box service to identify and monitor Virginia legislation;
  
• Leading and documenting deliberations and decisions of policy work groups comprising agency and external stakeholders; and
  
• Monitoring pending federal legislation and regulatory actions to identify and track proposals that impact Virginia law, procedures, or operations.
  
• Drafting and submitting regulatory changes and guidance documents in accordance with the Virginia Administrative Process Act and the requirements of the Department of Planning and Budget, Office of Regulatory Management, and Virginia Registrar of Regulations; and
  
• Drafting and submitting public comments on federal regulatory proposals published in the Federal Register.
