Job Duties

The Department of Motor Vehicles (DMV) is a multi-faceted and progressive state organization seeking a highly motivated, energetic Procurement Officer II with a passion for excellence to join the Contracts and Procurement Division. This position is responsible for the procurement of information technology (IT) and Non-IT goods and services, executing enterprise sourcing strategies, and procuring complex, high dollar goods and services for the department in accordance with Virginia Public Procurement Act, Agency Procurement and Surplus Property Manual and the VITA Buy IT Manual.

DMV, headquartered in Richmond, Virginia, DMV serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications

• Considerable knowledge and experience with advanced level procurement principles, practices and methods of procurement for a wide variety of goods and services.
• Thorough working knowledge of procurement and fiscal policies and procedures.
• Considerable knowledge of public procurement laws and regulations contained in the Agency Procurement and Surplus Property Manual (APSPM), the VITA Buy IT Manual and the Virginia Public Procurement Act (VPPA).
• Ability to interpret and apply a diverse array of contractual terms, conditions and contract language (IT and Non-IT related).
• Substantial knowledge of the components of a contract, an ability to develop comprehensive contract documents.
• Experience conducting effective competitive and non-competitive negotiation.
• Possess excellent business writing skills and oral communication skills.
• Experience preparing and conducting oral presentations and communications.
• Ability to work effectively independently and/or as a team leader while leading procurement efforts.
• Strong communication skills.
• Ability to think creatively, prioritize tasks, take initiative, be detail-oriented and maintain a professional demeanor.
• Strong knowledge and experience in word processing, presentation and spreadsheet programs, including MS Office (Word, Excel, PowerPoint). • Strong working knowledge of business English, mathematics, and office equipment.
• Bachelor's degree from a college or university with course work in business administration or related curriculum or an equivalent combination of experience and training.

Additional Considerations

• Experience with complex requirements and technology-related procurements, business writing and fiscal procedures.
• Experience and knowledge of automated procurement systems, e-procurement (eVA Preferred) and Enterprise Resource Planning (ERP) systems (Oracle preferred).
• Professional certification as a Virginia Contracting Officer (VCO) and/or a Certified Professional Public Buyer (CPPB) preferred. Certification as a Certified Public Purchasing Officer (CPPO) or Certified Purchasing Manager (C.P.M.) preferred.
