GENERAL DESCRIPTION: Perform moderately complex (journey-level) accounting and auditing work. Work involves preparing financial statements, records, documents, and reports. Review work of staff members by auditing vendor or grant invoices and/or employee travel reimbursements for approval in the CAPPS Financial Accounting System. Work may include review or audit of third-party reimbursement vouchers including Travel Advance for release and approval of other agency accounts. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Ensure agency compliance with state requirements, policies, and procedures in financial areas.

2. Monitor proposed changes in state and federal regulations to determine potential impact on agency.

3. Review audits, reconcile and process agency records and payments by approving expenditure vouchers in a timely manner ensuring accuracy and compliance with applicable state law and oversight agencies' rules and regulations.

4. Update Accounts Payable Manager regarding patterns or discrepancies for resolution of issues regarding voucher approvals in financial accounting systems and key performance measures.

5. Identify, research, and resolve accounting transaction problems utilizing an integrated, complex accounting system.

6. May assists staff with the proper use of CAPPS Financials and USAS for gathering information and resolution of issues.

7. Communicate on a professional and complex level with others internally and externally to provide, exchange, or verify information, answer inquiries, address issues, and resolve problems or complaints.

8. Develop and/or run queries for extraction of accounting information from internal accounting system and USAS, assigning processing errors to appropriate staff for resolution, and ensuring timely processing of expenditures.

9. Communicate, interact with and provide the necessary personal coordination with Departmental and other state agencies to exchange information and resolve discrepancies or problems relating to Accounts Payable data.

10. Perform document and computer file research and auditing to respond to inquiries and resolve errors as needed.

11. Prepare periodic analyses of fund balances and expenditures; and prepares technical reports on payroll, estimates, cost data, and budget items.

12. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

13. Perform other duties as assigned.



Qualifications:

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - Graduation from a standard senior-high school or equivalent is required. Graduation from an accredited four-year college or university with a major in accounting, or Finance is preferred.

Experience - Minimum of two (2) years' experience performing progressively complex state government accounting work, researching and processing accounts payable vouchers using (CAPPS) or similar accounting systems, and (USAS) Accounting Systems is required.

Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification - After employment attend continuing education courses to maintain current knowledge of accounting and financial methods. The free online training will be provided by the State of Texas Comptroller.

Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Working knowledge of generally accepted accounting principles and (GASB) Governmental Accounting Standards Board pronouncements. Working knowledge of accounts payable. Ability to perform complex accounting transactions, to interpret laws and regulations, to interpret and apply accounting theory and to communicate policy and procedures accurately and effectively.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) - Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Travel and/or Schedule - Availability for after-hours and weekends work is required as needed.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
