GENERAL DESCRIPTION: Perform highly advanced (senior level) fiscal and administrative work serving as an executive member of the Finance division with responsibilities to assist with financial affairs for all financial programs, agency payroll, accounts payable and travel payable, and financial reporting. Plan, assign, and supervise the work of others. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment within the framework of departmental policies and procedures.

ESSENTIAL DUTIES:

1.Direct the activities of Accounts Payable, Travel Payable, Credit Card Teams, Financial Reporting, Cash Receiving, and Payroll and the management of operations and activities in accordance with state and federal laws, rules, regulations, and statutes.

2. Respond to requests from various state agencies and legislative entities including the State Comptroller's Office, Governor's Office, Legislative Budget Board, and House Appropriations and Senate Finance Committees in the activities of the program.

3. Assist with planning, organizing and directing programs to control the financing of the Department's operations.

4. Coordinate with executive management and staff in the formulation and revision of Department policies.

5. Develop, establish, and implement goals and objectives consistent with the agency strategic plan.

6. Coordinate, plan, implement, and assist in the direction of fiscal functions including accounting, budgeting, purchasing, processing and approval of claims, and the preparation of financial reports.

7. Assist in establishing, installing, and directing the maintenance of efficient accounting systems for controlling, recording and reporting the transactions in the various operating funds.

8. Coordinate with state and federal auditors to provide information for the single audit and other audit reports.

9. Oversee preparation of periodic financial statements, analysis and reports.

10. Serve on various state committees and participate in organizations concerned with state agency finance problems.

11. Plan, assign, and supervise the work of others.

12. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

13. Perform other duties as assigned.



Qualifications:

GENERAL QUALIFICATIONS

Education - Graduation from an accredited four-year college or university with major course work in Accounting, Finance, Business Management, or a related degree is required.

Experience - Minimum of eight (8) years' experience performing in governmental accounting or management of which three (3) years must have been in a supervisory capacity.

Substitution Note: Work experience of the type described may be substituted for the education requirement on a year-for-year basis with thirty (30) semester hours equal to one (1) year of experience.

Licensure and/or Certification -. Must possess a valid driver license and automobile insurance.

Regulatory Skills - Knowledge of Federal, State and Departmental policies, procedures, rules, and regulations, the Department's organizational structure and functions and responsibilities of the various Divisions and their principle organizational components. Knowledge of principles of strategic planning, policy development, customer service, media relations, organizational leadership and public administration.

Supervisory/Managerial/Leadership skills - Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.

Accounting skills - Considerable knowledge of generally accepted accounting and financial reporting principles and practices, of budgeting processes and methods and of equipment, software, methods and processes applicable to automating complex, large-volume accounting and budgeting activities. Experience with state required financial reports such as Annual Financial Reports and Legislative Appropriations Requests. Ability to identify, understand, and prepare accurate estimates, expenditure reports, fund balances, revenue and expenditure projections, and related reports.

Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and automated accounting systems (e.g. USAS, CAPPS, SharePoint) and able to learn new software/systems.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS' core values: Integrity, Excellence, Accountability, and Teamwork.

Analytical Skills- Ability to analyze factors and elements in agency's budget issues and identify and present alternative solutions that could be effective in resolving them. Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Organizational Skills - Ability to work effectively under conditions of frequently changing priorities while making progress on several tasks that have varying interdependent relationships (e.g., singular, sequential, parallel, and reciprocal dependencies). Ability to plan and schedule own work and work of assigned employees to accomplish assigned objectives and special tasks accurately, effectively in a fast-paced environment.

Presentation/Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations and/or communications to a variety of audiences and/or individuals

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Travel and/or Schedule and/or Remote/Telecommuting work - Availability for after-hours and weekend work as required. Telecommuting may be permitted on occasion.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
