GENERAL DESCRIPTION: Performs complex (journey-level) administrative and supervisory program work. Work involves administering the daily Mail Operations and activities of an agency's business function. Supervise the work of others, while establishing goals and objectives; developing guidelines, procedures, rules and regulations, developing schedules, priorities and standards for achieving established goals. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Supervise activities of staff in Mail Operations throughout day to maximize performance and meet organizational goals. Oversee, approve and train

employees in CAPPS processes.

2. Evaluate budget expenditures and make adjustments as necessary.

3. Establish goals and objectives; develop and approve schedules, priorities, and standards for achieving goals; and manage evaluation activities.

4. Supervise assorted functions i.e. Folding/Inserting, Metering, Accountable processing, and routes, in order to identify areas of needed change and

makes recommendations to improve operations.

5. Serve as liaison/administrator for all business units throughout TXDPS and provide technical guidance for FedEx.

6. Develop and present projects for assorted HQ staff and customers including, but not limited to, costs for materials, shipping, mailing preparation and

delivery, manufacturing, timelines, compliance with budgetary rules.

7. Train, mentor, instruct, and provide developmental opportunities and assignments; and structure staff development.

8. Proactively troubleshoot problems with assorted mail operations equipment to avoid delays.

9. Implement new policies and procedures handed down from the United States Post Office and monitor compliance.

10. Manage the PSI account as well as coordinate quarterly meetings.

11. Represent the business function, division, or department at meetings, conferences, and seminars or on boards, panels and committees.

12. Oversee procurement of goods and services including vendor performance and evaluations. Resolve quality/supply issues with vendors and customers.

13. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.

14. Perform other duties as assigned.



Qualifications:

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - Graduation from an accredited four (4) year college or university. Major coursework in public administration or business administration is preferred.

Experience - Minimum of two (2) years of verifiable work experience in office management, personnel administration, mail operations, or budget preparation or control of which at least one (1) year must have been in a lead or supervisory role. Work experience in automated mail operations is preferred.

Substitution Note: Additional education may substitute for the work experience required up to one (1) year and additional experience of the type described may substitute for the education requirement on a year for year basis.

Note: 30 semester hours will be considered equivalent to 1 year of education

Licensure and/or Certification - Must possess a valid driver license from state of residence.

Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory/Managerial/Leadership skills - Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) - Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and equipment (DI-2000 Folder/Inserter, DF950 Folder, and Connect+ 3000 High Output Meter Machines).

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
