GENERAL DESCRIPTION: Perform advanced (senior-level) managerial work overseeing all aspects relating to budget for Texas Highway Patrol (THP) operations. This includes position data, project management over statewide contracts, purchase liaison program, legislative session prep, grant research, financial projections, etc. This position will support a business operations team to streamline different programs impacting THP operations. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Review and approve unit budgets, major expenditures, contract increases, salary actions, job postings, and items with budgetary impact. Review and approve monthly budget reporting and forecasting. Oversee position control for the division and provides budgetary.

2. Interpret historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are needed and provides guidance.

3. Evaluate and review recommendations for improvement and corrective action to standardize or improve processes or systems.

4. Provide technical guidance and assistance for business functions.

5. Direct organizational studies, program analyses, research studies, and audits for THP.

6. Oversee capital and construction budgeting and reporting. Establish budgets, directs payment, related activities, and provide budgetary guidance.

7. Review technical documents, statutes, rules, and/or policies and administrative reports. Ensure compliance with Capital budget requirements, appropriation authority, and bond financing agreements.

8. Conduct surveys, coordinate inspections, or review to determine compliance with program requirements, laws, regulations, policies, and procedures.

9. Coordinate and compile THP legislative appropriations request, exceptional item requests and strategic plan. Oversee legislative reporting, develop legislative resource guide, and draft responses to legislative inquiries.

10. Analyze legislation and assist with the development of recommendations for policy and programmatic issues relating to the implementation, improvement, and/or expansion or reduction of program funding. Monitor legislation and appropriation bills for agency and divisional impact.

11. Review, and approve documents, materials, studies, and reports.

12. Advise management on study progression, identify priorities, and define study scope, purpose, objectives, time frames, and resource requirements.

13. Develop and establish goals and objectives for the unit consistent with THP and agency strategic plan.

14. Represent the agency at business meetings, conferences, and seminars or on boards, and committees.

15. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

16. Perform other duties as assigned.



Qualifications:

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - Graduation from an accredited four (4) year college or university with Bachelor's degree in Business Administration is preferred.

Experience - Minimum of five (5) years' experience in financial analysis, accounting, research methodology, or business administration. Minimum one (1) year of experience performing legislative review and analysis. Minimum three (3) years of supervisory/lead experience.

Substitution Note: 1 year education may be substituted for each year of experience required, up to four (4) years.

Note: 30 semester hours will be considered equivalent to 1 year of education

Licensure and/or Certification - If driving is required, must possess a valid driver license from state of residence.

Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory/Managerial/Leadership skills - Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.

Technology - Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS' core values: Integrity, Excellence, Accountability, and Teamwork.

Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting Work and/or Travel - Availability for overnight work is required. Telecommuting up to two (2) days per week. Travel statewide as needed, but not to exceed more than 10 days a year.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
