Introduction

The Department of Workforce Development, Division of Vocational Rehabilitation (DVR) is seeking a Deputy Bureau Director for the Bureau of Consumer Services to assist in overseeing operations for a bureau with approximately 300 employees serving close to 30,000 consumers per year. DVR maintains 11 Workforce Development Areas (WDAs) across the state where teams of DVR staff work together to assist Wisconsin residents with disabilities with their job search efforts.

Position Summary

The Bureau of Consumer Services (BCS) Deputy Director assists with managing all BCS operations. Responsibilities include:
  • Manage and direct the supervision of all BCS frontline staff
  • Provide technical assistance to all BCS frontline staff
  • Facilitate research, development, and implementation of vocational rehabilitation programs
  • Assign resources for workforce development areas
  • Develop, monitor, and maintain case services budget
  • Participate as a member of DVR senior leadership team
  • Provide timely responses to federal, state, legislator, and other official inquiries

Salary Information

Starting pay is between $104,000 and $111,280 per year, depending on qualifications, plus an exemplary benefits package :

The classification title for this position is DWD Manager (schedule 81, range 01). This is a Career Executive position and will require a 2-year career executive trial period. This position is not represented in a collective bargaining unit and is considered exempt under the Fair Labor Standards Act.

Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

Job Details

Travel: Occasional statewide and national travel will be required with an occasional need for an overnight.

Remote work: This position can be located anywhere in the State of Wisconsin. Applicants will be asked to select their preferred headquarter location during the application process. This position is eligible to work a hybrid remote schedule, anticipated to work remotely 4 days/week and will be required to report to the downtown Madison office occasionally. Employees with approved remote and hybrid-remote work arrangements are generally expected to work within the state of Wisconsin. High-speed internet access is required to meet the needs of remote work. Remote work options are subject to change.

Criminal histories: We also consider all qualified applicants with criminal histories, consistent with applicable federal, state and local law. Finalists for this position may be required to allow DWD to conduct a background check or other checks to determine whether the circumstances of any conviction may be related to the job being filled. For positions with access to sensitive federal tax information, FBI fingerprinting may also be required.

Eligibility to work in United States: Applicants must be legally entitled to work in the United States (i.e. a US citizen or national or a lawful permanent resident) at the time of appointment. DWD does not sponsor visas and is not an eligible OPT employer for those with F1 visas. This is not a contract position. Any appointment made will be contingent on the applicant completing the I-9 upon hire.

Qualifications

You need to have the following experience:
  • *Serving as a formal supervisor (hiring, evaluating, developing, disciplining, etc.)
  • *Developing and implementing programs guided by complex policies, laws, etc.
  • Identifying and solving multi-layered, complex problems and issues (multiple factors, sensitive topics, controversial topics, high stakes, etc.)
  • Communicating and collaborating with stakeholders at all levels of the organization, including persons outside of direct authority
  • Managing a workload with competing priorities and deadlines
Any of the following experience would be nice to have:
  • *Developing and implementing programs related to Vocational Rehabilitation
  • *Monitoring and managing program operations, including resources and budgets
  • *Leading or developing long range planning to accomplish organizational objectives
