Description: Job Summary:

The Executive Director, Total Cost of Care Affordability, Non-Hospital Based Markets is a Program Office role with influence and impact for all lines of business (Medicare, Commercial, Medicaid) across the GA, MAS, CO and WA markets. This role reports to the SVP and CFO - Markets outside of CA.

Essential Responsibilities:

  • Primary focus to establish durable monthly processes in partnership with Health Care Economics to illuminate impactful unwarranted variation across each service category within our total cost of care with actionable upstream leading and downstream lagging data.

  • Partner with the finance, operational and care delivery teams of each market (GA, MAS, CO, WA), including the Permanente Medical Group and Foundation, to review the actionable data to establish and support the execution of our primary initiatives to mitigate the unwarranted variation.

  • In addition to monitoring the data, defining and/or performing the drill down and supporting analytics to drive the meaningful action.

  • Make quantifiable recommendations on clearly defined initiatives that will mitigate expense trends and improve cost structure.

  • Ensure timely monitoring of leading and lagging critical success metrics for each primary initiative to ensure effective mitigation.

  • Developing the right (risk adjusted) targets that align with forecasts/economic plans for clear accountability.

  • Define metrics (operational, clinical, financial) that will enable accurate measurement of success against targets.

  • Partner with Health Care Economics to ensure appropriate valuation of each initiative.

This position has a target base salary of $234,000 to $292,500 and is eligible for incentive compensation, comprehensive health, wellness, time off, savings, and retirement benefits, as well as relocation support, as applicable.
Basic Qualifications:

Experience

  • Minimum ten (10) years of proven experience leading and executing total cost of care affordability across multiple lines of business including Medicare, Commercial and Medicaid, with strong knowledge of health plan operations and care delivery, including, but not limited to the integration of Network, Clinical, Pharmacy, and Health Plan Operations.

Education

  • Bachelor's degree or equivalent in Finance, Business, Economics, Healthcare Administration or related field.

License, Certification, Registration

  • N/A

  • Proven capability to motivate change through influence in a matrix organization to galvanize action through synthesis and interpretation of financial and operational data

  • Proven ability to balance execution of the strategic vision through leadership and delegation, with a willingness and competence to dive into the details.

  • Previous leadership in the development of advanced analytics strategy and delivery.

  • Demonstrated leadership capabilities, including but not limited to:

  • Developing dynamic, constructive working relationships and partnerships with operational, regional, national and other leaders including physician/clinician partners

  • Willingness to challenge the "status quo" on an on-going basis

  • Excellent interpersonal skills (negotiation, listening and communication skills) characterized by effective interactions with a diverse range of internal and external constituents, stakeholders and audiences

  • Demonstrated political savvy - able to operate in politically complex situations and remain effective

  • Decisiveness, action-orientation, personal integrity, capability to persevere in difficult situations, and a focus on strategic leadership issues highly desired. Incumbent should also possess an open, collaborative leadership style that promotes teamwork and partnership while achieving desired results.
