Duties

DUTY 1:

Performs Career-Broadening assignments designed to implement a novel approach to advanced education for the nuclear command, control, communication community, and related career fields. Independently establishes and oversees the achievement of the department's strategic and operational goals, objectives, and procedures in alignment with the Dean's vision, guiding principles and objectives. Responsible for planning, Programing, budgeting, and executing (PPBE) the department's resources. Ensures the proper allocation of funds to support Nuclear Command, Control, Communication (NC3) modernization to include the military interdepartmental purchase request (MIPR) process. Serves as a primary adviser to AFIT senior leadership in determining resources, personnel (SMEs, developers, etc.) requirements to support the School of Strategic Force studies long-term goals.

DUTY 2:

In a career broadening capacity, work involves the administration of the Academic Partnerships Program. Creates and maintains effective communication between MAJCOM and COCOM higher headquarters with approximately 200 participating students and approximately 10 academic institutions of higher learning. Oversees the development of a student database and/or integrates with Air University's Student Information System (SIS). Oversees student enrollment and provides regular updates to AFIT senior leadership. Reviews student and potential student academic backgrounds and ensures appropriate program placement.

DUTY 3:

Stewards a $2.5M academic program and oversees the program's contracting support. Evaluates, decides and oversees departmental financial forecasting, approves POM inputs, approves appropriate unfunded requests, and tracks commitment and obligation rates. Ensures participating academic institutions are appropriately paid. Authorizes student enrollment and tuition payments through the certification of training process (i.e. SF 182 accomplishment and records disposition). Attends meetings, seminars, and workshops and takes other steps to develop and retain cuttingedge

knowledge on emerging technologies and solutions. Responsible for providing significant and innovative recommendations for advancing programs. Establishes, develops, and maintains effective working relationships with organizations that interface with the AFIT. Provides responsive and timely support to customers and, actively supports achievement of goals and objectives by preparing papers and lectures to professional and technical organizations. Develops and presents briefings and prepares written analyses.

DUTY 4:

Performs Other Related Duties as Assigned. Performs additional duties to include, but not limited to assisting with education and training facility management, automated data processing equipment and software control, computer security, disaster preparedness, environmental and hazardous compliance, dignitary briefings, and building upkeep/security. Perform government purchase card holder duties and serve as a defense travel system official. Performs and monitors applicable DoD, AF, AETC, AU, AFIT, and OPM administration, personnel, travel, training, and safety compliance requirements in a timely manner.

Qualifications

SPECIALIZED EXPERIENCE:

One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-12 grade level or equivalent under other pay systems in the Federal service.

Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions:

Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Expert knowledge of the AF Corporate Structure, overall mission and administrative functions of the organization strategic and operational processes and objectives, to include Federal Planning, Programming, and Budgeting System and acquisition processes and contracting provisions.
  2. Comprehensive knowledge of a variety of methods for assessments, effectiveness and evaluate resource

    requirements pertaining to educational programs; specialized subject matter directly related to all levels and phases of

    training, education, and syllabus requirements. Thorough knowledge of associated/current DoD policy and

    procedures.
  3. Mastery knowledge of program management and the Programming, Planning, Budgeting and Execution (PPBE)

    process.
  4. Advance knowledge of a wide variety of complex instructional technologies and methodologies (such as interactive

    courseware, mobile platforms, in-residence, and distance learning) sufficient to evaluate partner colleges and

    university programs.
  5. Skill of long-term, strategic planning practices and strategies sufficient to provide guidance of other partner colleges

    and university programs.
  6. Ability to communicate effectively, both orally and in writing in order to clearly explain complex issues to a diverse

    community of internal and external stakeholders.

PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months
