Coordinates & monitors District Equal Employment Opportunity (EEO) contract compliance activities (e.g., confirms contractors are following all EEO requirements on all District projects through regular on-site visits, notifies contractors in person of any issues which may be out of compliance on the project site & offers suggestions to correct deficiencies); creates related reports using computer & related software (e.g., Microsoft Word, Microsoft Excel). Operates State vehicle (e.g., car, van, pick-up truck) to visit project work sites to conduct onsite reviews. Reviews daily diaries & logs & takes appropriate action if any labor violations have occurred. Verifies correct & current wages & EEO information are posted at project sites. Ensures field Commercially Useful Function (CUF) forms are completed for each Disadvantaged Business Enterprise (DBE) once during a construction project; forms are used to complete a CUF Report for each project utilizing a DBE. Coordinates all functions of Federal Disadvantaged Business Enterprise (DBE) program & State Encouraging Diversity, Growth, & Equity (EDGE) program to confirm contractor compliance by reviewing & organizing paperwork submitted. Reviews contractor work force statistics, employment procedures & activities, training & recruitment programs & related activities to ensure compliance with EEO regulations & laws. Reviews contractors Affirmative Action Plans & assists with plan development as requested. Establishes payroll records, systems, & files on contractors & reviews of contractors; gathers data from on-site review sheets & prepares reports to meet agency, state, & federal regulations using a computer & related software (e.g., Microsoft Word, Microsoft Excel). Maintains prevailing wage files (e.g., alphabetizes, updates, purges). Reviews contractors certified payroll to ensure compliance with federal & state regulations. Utilizes a computer & related software (e.g., Microsoft Word, Microsoft Excel) to prepare reports & correspondence related to the EEO Contract Compliance Program.

Provides technical assistance & guidance to contractors & other groups as required by answering questions & providing information about EEO & Affirmative Action-related matters through telephone or in-person conversations or e-mail communications using a computer & related software (e.g., Microsoft Outlook). Meets with departmental administrators, employees, unions, contractors, general public, & community groups to discuss EEO-related problems. Maintains updated EEO information to issue to contractors (e.g., copies & compiles packets of information containing EEO related material to distribute to contractors at pre-construction meetings). Attends pre-construction conferences for ODOT (e.g., conferences related to Let & Local-let projects). Performs other duties as assigned by supervisor (e.g., attend seminars, workshops, training sessions, departmental meetings & staff meetings).

Qualifications

18 mos. trg. or 18 mos. exp. in interviewing; 18 mos. trg. or 18 mos. exp. in eeo & affirmative action regulations & procedures; 12 mos. trg. or 12 mos. exp. in public relations; 6 mos. trg. or 6 mos. exp. in employee training & development; 6 mos. trg. or 6 mos. exp. in labor relations; must be able to provide own transportation.
