Under the general direction of the Project and Program Supervisor in the Zero Emissions Vehicles Acceleration Branch within Fuels and Transportation Division (FTD), the incumbent provides technical leadership in the planning, development, and implementation of the Energy Commission's Clean Transportation Program and vehicle-grid integration; conducts complex analyses and develops strategies to transition California's transportation energy systems to achieve the goals of the state's clean energy. As a subject matter expert with a high degree of knowledge, skills, and expertise at a high working level, performing duties needing advanced knowledge; conducts the most complex technical and techno-economic analyses of transportation energy technologies and systems, particularly vehicle-grid integration and interoperability, and informs decision-makers on strategies for achieving the state's energy goals; and?fosters governmental and private sector collaboration. The incumbent develops grant funding opportunities, develops and manages agreements, and engages in other funding and non-funding activities to support vehicle-grid integration and vehicle-to-grid advancement. The incumbent works with management to implement strategy and with staff to develop work products and information that are accurate, objective, timely, and useful in meeting the CEC's mission. The incumbent provides mentoring to junior staff to develop technical expertise.

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location .

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Knowledge of zero-emission transportation, including vehicle and charging/fueling infrastructure technologies
  • Knowledge of plug-in electric vehicles, EV charging equipment, automotive trends, electrical systems, and design, operation of, and processes related to the electric grid, and regulatory developments and interagency activities related to EVs, energy systems, and vehicle-grid integration (VGI) technologies and services
  • Knowledge of transportation market evaluation factors and methods
  • Experience in designing competitive public funding solicitations, including fiscal administration and oversight
  • Knowledge of private sector, public policy, and environmental issues related to alternative transportation fuels, technologies, and infrastructure development
  • Knowledge of economic cost-effectiveness, cost-benefit, and quantitative analysis methods
  • Knowledge of equipment safety and functionality certification processes and documentation
  • Familiarity with modeling tools and methods to analyze charging infrastructure
  • Ability to evaluate and understand dependencies among systems and market trends (for example, the relationships between transportation electrification, renewable energy, and the electric transmission and distribution systems)
  • Strong communication skills, including writing skills
  • Ability to collaborate and provide situational awareness across Energy Commission units, offices, and divisions, as well as other California agencies
  • Ability to interact with all levels of technical staff, management, and commissioners
  • Ability to assume a lead position in a team environment
