Summary

This position is within the State Aviation Office and is located at the Houston Army Aviation Support Facility, Ellington Field JRB, Houston, TX. The purpose of this position is to perform work involved in installing, troubleshooting, repairing, modifying, calibrating, aligning, and maintaining the complete electronic integrated systems on Army National Guard helicopters.

Duties

As an ELECTRONIC INTEGRATED SYSTEMS MECHANIC (TITLE 32)with the Texas Army National Guard, your duties will include, but will not be limited to:

  • Performs operational checks, inspections, tests and troubleshooting on electronic integrated systems composed of a number of sensor subsystems: Integrated Vehicle Health Management System (IVHMS), the Common Missile Warning System (CMWS), the Improved Countermeasure Dispenser System (ICMD), the Night Vision Goggle System (NVG), the Air Data Subsystem, the Attitude Heading Reference System (AHRS) and Doppler/GPS Navigation System (DGNS), Command Instrument Set (CIS) ; a logic subsystem the Multiplex Data Bus System (MUX), the Multiplex Remote Terminal Units (MRTU), Data Link Terminal Units (DLTU), and Digital Automatic Flight Control System (DAFCS); and actuating subsystems, and the Digital Automatic Stabilization System (DASS), which includes the Stability Augmentation System (SAS) and Command Augmentation System (CAS) and Hover Augmentation System (HAS).
  • Completes operational checks, inspections, tests and troubleshooting of Line Replaceable Units (LRU). Isolates unusual malfunctions using technical manuals, schematics, and wiring diagrams, tools and test equipment including automatic test equipment. Solves problems by analyzing installation, circuitry, and operating characteristics of the systems. Adjusts and aligns sensors, transmitters, amplifiers, power supplies, display devices, controls, actuators, servos, computers and other related components. Removes faulty LRUs for shop repair. Installs serviceable components into aircraft and performs total systems alignments in accordance with existing technical manuals and directives. Accomplishes technical manual compliance and modification of components and systems and completes systems checkout for proper operation. Maintains, modifies, calibrates and inspects a wide variety of user test, measurement, and diagnostic equipment (TMDE).
  • Completes bench check, testing, repair, inspection, modification, programming, reprogramming, mating, adjusting, alignment, and analyzing of LRUs and shop replaceable units. Uses a variety of test equipment such as automatic test equipment (ATE), oscilloscopes, DTA computer, multi-meters, power-meters, and special purpose bench test sets. Tests and troubleshoots solid state electronic assemblies and subassemblies such as circuit cards, modules, rate gyros, electronic control amplifiers, electro-mechanical assemblies, random access memories, programmable read-only memories and various integrated circuits. Identifies faulty parts and repairs to level authorized. Ensures and certifies operational integrity of various night vision systems, and electro-optical components. Reassembles unit after repair, performs alignment and makes shop checks.
  • Recommends methods to improve equipment performance, technical data, and maintenance procedures by reporting hardware and software malfunctions, initiates material deficiency reports both on equipment and in technical data, and assists in design changes as necessary. Conducts debriefing of aircrews to determine the nature of system malfunctions, then documents all maintenance performed and records information related to the system, LRU's, or shop repairable units on both aircraft and historical records.
  • When designated on NGB Flying Status Orders, serves as member of flight crew for the purpose of diagnosing and recording malfunctions, or otherwise determining maintenance and repair requirements.
  • Guides lower level mechanics in the performance of duties. Conducts on-the-job training on assigned systems and related support equipment and tasks to include classroom instruction as necessary.
  • Processes and accounts for due-in supply assets. Ensures that material and equipment are properly stored, protected and maintained and that funds are not obligated for material or parts without proper justification.
  • Prepares for and participates in various types of readiness evaluations such as Operational Readiness Evaluations (ORE), Command Logistics Readiness Inspections (CLRT-X), and Aviation Resource Management Surveys. May be required to perform additional duties such as structural firefighting, aircraft handling, heavy equipment operation, and maintenance of facilities and equipment, or serve as a member of a team to cope with natural disasters or civil emergencies. Complies with safety, fire, security, and housekeeping regulations.
  • Performs other duties as assigned.

Appointment Factor(s): This is an Excepted Service position that requires active membership in a compatible military assignment in the Texas Army National Guard and wear of the military uniform.

Qualifications

Basic Qualification Requirements:

The following seven basic qualification factors are applicable to the FWS ANG Dual Status Technician positions:

General Experience - An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

Specialized Experience required:

To qualify at the WG-12 grade level your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following:

Must have at least 24 months of skill, knowledge, and abilities of the FWS 2610 work at the Electronics Branch of an Army Aviation Support Facility (AASF), Army Aviation Flight Activity (AAFA), or Theatre Aviation Sustainment Maintenance Group (TASMG). Must have competencies in performing electronic integrated systems work activities on Army National Guard helicopters such as, installing, troubleshooting, repairing, modifying, calibrating, aligning, and maintaining these systems. Skilled in maintaining, modifying, calibrating and inspecting a wide variety of user tests, measurements, and diagnostic equipment (TMDE). Skilled in completing bench checks, testing, repairs, inspections, modifications, programming, reprogramming, mating, adjusting, alignments, and analyzing of LRUs and shop replaceable units. Experienced in using a variety of test equipment such as, automatic test equipment (ATE), oscilloscopes, DTA computer, multi-meters, power-meters, and special purpose bench test sets. Experiences included participation in various types of readiness evaluations such as, Operational Readiness Evaluations (ORE), Command Logistics Readiness Inspections (CLRT-X), and Aviation Resource Management Surveys. QUALITY OF EXPERIENCE:

Qualification factors include education and competencies in performing work on integrated systems. Applicants must have the competencies (skills, knowledge, abilities, and behaviors) required to perform the duties on assigned aircraft and equipment in the Army National Guard Units. The applicants' competencies are evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, completed military technical training and professional military education criteria are always considered. The applicant's resume package must include military service experiences and relative civilian experiences in multiple-system avionics complexes consisting of integrated electronic avionics where the results and support accomplished major functions. Also, the applicants must provide any awarded maintenance certifications, military and/or civilian performance reports; related training certificates; and/or official college transcripts that support the Series' integrated systems work. SKILL AND KNOWLEDGE:
  • Ability to apply electronic theories and practices to identify, isolate and repair malfunctions in one or more complex integrated systems where knowledge of the entire system is necessary to interpret error data and trace back through a number of units of the system to locate deficiencies.
  • Thorough knowledge of the principles of digital and analog circuits, electro-mechanical devices, solid state devices theory, digital techniques, synchro/servo operation and integrated circuit theory.
  • Ability to interpret and trace schematic, logic and wiring diagrams and use a wide variety of test, measurement, and diagnostic equipment (TMDE). Ability to perform algebraic and trigonometric formulas to solve work-related problems.
  • Current certification in high reliability soldering techniques, as well as electrostatic discharge protective techniques.
  • Knowledge of the Army Maintenance Management System (TAMMS) and other automated programs, publications or directives as may be applicable to the function.

For continued ARNG Technician employment in any FWS Series 2610 position, the selected dual status technician must obtain and maintain all required service specific military requirements, certifications, training, and education, and security clearances.

OTHER QUALIFICATION REQUIREMENTS:

  • To initially qualify and prior to appointment, an applicant's U.S. Army military medical record must indicate a completed and current medical physical, medical profile, a cleared drug test; and, normal color vision as defined by Army Medical Examinations and Standards.
  • To initially qualify and as a condition of continued dual status technician employment, must have the capability to lift, carry, push, or otherwise handle items weighing up to 70 pounds.
  • To initially qualify and as a condition of continued dual status technician employment, must have the physical capability to stand, climb, walk, bend, crouch, reach, and stoop over extended periods of time.
  • To initially qualify and as a condition of continued dual status technician employment, must possess a valid state driver's license to operate government motor vehicles, for the state in which he or she lives or is principally employed, in accordance with U.S. Army and Army National Guard Vehicle Operations Directives.
  • As a condition of continued dual status technician employment, the employee must complete the U.S. Army Hazmat Certification within six months of employment and complete the required hazmat recertification every two years.
  • As a condition of continued dual status technician employment, the employee must maintain the position's mandatory U.S. Army military requirements and continue on-the-job proficiency requirements.
  • As a condition of continued dual status technician employment, the employee must maintain local network access IAW U.S. Army User Responsibilities and Guidance for Information Systems and Computer Security.
  • As a condition of continued dual status technician employment, the employee requires routine access to classified Secret material or similar environment. For award and retention of a compatible position rank and unit assignment, the employee must have a current National Agency Check, Local Agency Checks and Credit (NACLC) according to the U.S. Army Personnel Security Program Management. The employee's clearance reinvestigations are opened prior to the expiration of his or her current investigations.
