Located in downtown Madison, the State Capitol Police Department (CPD) is responsible for providing Police and Security services to the Governor, Lieutenant Governor, legislators, Supreme Court, visiting dignitaries, state facilities, state employees, and citizens of the State of Wisconsin. CPD has statewide jurisdiction and investigates criminal, domestic, and traffic related incidents throughout the State of Wisconsin.

Position Summary

At the senior level, this position performs and assists the Electronics Security Systems Project Manager (IS Business Automation Specialist) with security systems analysis and support of high-level security, safety, and access control systems. In the performance of these duties the incumbent must have knowledge and skills in the following areas: system support, understanding of the interrelationships among state agency functions, procedures and systems, electronic security systems and designs, computer operations, police communications center operations, fire and safety systems designs and operations, and access control systems operations.

At the specialist level, this position performs and manages advanced level security systems analysis and designs high- level security, safety, and access control systems. In the performance of these duties the incumbent must have extensive knowledge and skills in the following areas: project management, thorough understanding of the interrelationships among state agency functions, procedures and systems, electronic security systems and designs, computer operations, police communications center operations, fire and safety systems designs and operations, and access control systems design and operations.

Salary Information

Starting hourly rate for the IS Business Automation Senior position (schedule/range 07-34) will be $29.27 per hour - $35.00 per hour. Starting hourly rate for the IS Business Automation Specialist (schedule/range 07-33) will be $35.00 per hour - $43.00 per hour. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. A 12-month probationary period is required.

Level of position and salary will be determined based on the qualifications of the selected candidate at the time of hire.

Job Details

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

Qualifications

Minimally qualified applicants will have each of the following:
  • Training and/or experience with access control and/or electronic security systems, including designing, managing, maintaining, and troubleshooting these systems.
  • Experience providing customer service and building and maintaining effective working relationships with internal and external stakeholders.
In addition to having all of the above, a qualified applicant at the specialist level will have each of the following:
  • Experience serving as a project lead or manager for a systems implementation, upgrade, and/or modification (e.g., reviewing proposals, negotiating timelines, creating work schedules, developing business requirements, providing status reports to leadership, etc).
  • Experience with CCure 9000 card access systems.
  • Experience developing and implementing electronic security and/or IT policies and procedures.
  • Experience serving as a point of contact or business process liaison with internal and external stakeholders (i.e., agency leaders, IT, tenants, partners, vendors, contractors, etc).
