BASIC FUNCTION:

Under the direction of the Senior Director of Security Services the Senior Program Manager of Emergency Management is responsible for developing, implementing and overseeing the district's comprehensive emergency management plans, procedures and training to ensure the safety and well-being of students, staff and the community. This role requires a proactive approach to crisis mitigation, response and recovery, with a focus on maintaining safe learning environments.

REPRESENTATIVE DUTIES:

Emergency Planning & Preparedness :

? Develop and update the districts emergency operations plan

? Support school administrators in the annual update of the school emergency response plan

? Liaison with police, fire and other emergency management agencies to ensure the district is positioned to receive timely, effective and efficient response in emergency situations.

? Develops and delivers regular training sessions for staff and students on emergency response plans and protocols

? Supports the development and delivery of youth preparedness programs such as Teen CERT and Youth Disaster Academies

? Provides management and direction to the emergency management training coordinator

Crisis Response :

? Serve as the primary point of contact during emergency situations, manages the emergency operation center activation and response of appropriate stakeholders

? Directing school administration to implement an emergency action during an emergency situation Risk Assessment and Mitigation:

? Conducts regular site assessments of school campuses to identify potential hazards and vulnerabilities

? Develops strategies and recommendations to mitigate risk and enhance overall safety on school campuses

Communication and Coordination :

? Maintain internal communication protocols and systems to ensure relevant stakeholders have current and accurate information.

? Proactively communicates to students, staff and community regarding emergency response plans and procedures

? Collaborates with district leadership, school administration and other stakeholders to ensure a unified approach to emergency management

Policy Development and Compliance :

? Analyzing, interpreting and developing emergency management policies and procedures in accordance with state and federal regulations

? Ensures the district is in compliance with relevant laws and standards as they relate to emergency management in public K-12 schools

Resource Management :

? Manage emergency supplies, equipment and resources to ensure they are up to date and in good working condition

? Prepare and administer an emergency management budget for training, equipment and other needs.

Documentation and Reporting :

? Maintain accurate records of emergency drills, trainings and emergency response actions

? Develops and tracks key performance indicators to accurately track progress and drive overall program improvement.

Demonstrate a commitment to the Portland Public Schools Racial Equity and Social Justice Commitment by developing a thorough knowledge and application of the district Racial Educational Equity Policy, the PPS RESJ Framework and Plan, and the PPS RESJ Partnerships Investment Strategy and other board policies; participate in staff development, in-services and trainings related to diversity, equity and inclusion in the workplace and in K – 12 education; model appropriate behaviors; develop, recommend and implement improvements to educational practices with awareness and understanding of their impact in a racially and culturally diverse community.

KNOWLEDGE AND ABILITIES:

Knowledge of:

? Effective oral and written communication skills.

? Effective organizational and leadership skills.

? Proficient in using emergency management software and tools

? Planning, estimating, scheduling and assigning work to complete a variety of training and planning projects.

Ability to:

? Remain calm and make sound decisions under pressure

? Establish and maintain effective working relationships with other employees, representatives of outside agencies and the general public.

? Work cooperatively with staff at all levels of the organization.

? Manage complex projects, including budgeting, fiscal management, diverse group leadership, and program reporting

? Complete requirements for additional licenses or certifications: 100, 200, 300, 400, 700, 800, Emergency Multi-Hazard Planning for Schools

EDUCATION AND EXPERIENCE:

Education: Bachelor’s degree from an accredited college or university in emergency management, public safety, homeland security or related field. An emergency management certification is preferred. Work experience may be a substitute for a degree.

Experience: Five (5) or more years of experience in emergency management or related field, preferably within an educational setting

Any other combination of education and experience that would likely provide the required knowledge and abilities may be considered.

Special Requirements:

Work hours may include on- and off-campus evening and weekend activities and meetings and district, school and student functions.

May require the use of a personal automobile and possession of a valid Class C Oregon driver’s license.
