The Department of State Hospitals-Napa, Personnel Office is recruiting to fill a permanent, full-time Associate Governmental Program Analyst (AGPA) vacancy. The AGPA will coordinate disciplinary personnel actions, receive and review investigations reports, gather input and recommendations from appropriate Department of State Hospitals (DSH) staff including applicable hospital management and assigned attorneys regarding disciplinary penalties. Reviews employee records and compiles relevant information to report to the Hiring Authority for consideration in matters of employee discipline. Drafts and prepares notices of disciplinary action and completes Skelly packages. Consults with managers to gather relevant facts and supporting documentation needed for non-punitive personnel actions. Coordinates availability of Skelly or Coleman officers for appeals period and assigns a designated officer, assigns process servers and attends meetings for service of notices to employees. Advises employees at time of service regarding appeal rights, and/or mandatory return rights (if applicable), and ensures that employees receive all materials.
