Summary

As a Employment Specialist you will oversee the activities of job readiness, job-seeking services, job development, and job placement that entail consideration of diverse state, regional and local employment laws and regulations.

This vacancy announcement is ONLY open to current Indianapolis, IN VBA Regional Office employees of the Department of Veterans Affairs or current VA employees on excepted appointments, Status Candidates (People with Disabilities (Schedule A); 30% or More Disabled Veterans; Veterans Employment Opportunities Act (VEOA); Veterans' Recruitment Appointment (VRA); and current/former Department of Veterans Affairs (VA) CTAP eligible employees.

Duties

  • Serves as a "triage" team member to help disabled veterans make an "informed choice" regarding the appropriate employment track that best meets their needs with the understanding that veterans can move between tracks.
  • Coordinates and/or performs the evaluation/assessment of rapid access to employment - employment needs. (Pre-employment Job Readiness Evaluation) This will include: Resume preparation, interviewing assistance, career search activities, discussion of disability and related accommodations, assistive technology needs, labor market information, re-employment information, assistance and/or referral, and self-directed job search via networking and electronic database.
  • Markets to employers based on vocational goals of the job-ready disabled veterans. This marketing will include: Identification of key contacts who make hiring decisions, identification of the staffing patterns and job vacancies, and Identification of employer hiring pre-requisites.
  • Markets and provides special employer incentives such as on-the-job training, non-paid work experience, special employer incentives, and available tax information.
  • Coordinates employment readiness classes for veterans ready to go to work but lacking important traits in employment readiness.
  • Maintains and promotes a positive image of the VR&E program through active networking and ongoing contacts with employers.
  • Offers direction to employers regarding reasonable accommodation and rehabilitation technology accommodations.
  • Disseminates labor market information to assist counselors and veterans with "informed choice".
  • Provides Employment Services Performance Data for local office.
  • Maintains and continually updates a database of job-ready disabled veterans (incorporate Corporate WINRS tracking system).
  • Assists veterans with job networking, development, and placement.
  • Develops partnerships with employers and other agencies to assist veterans with employment services (e.g. - the Department of Labor, Small Business Administration, local and state agencies, and private sector businesses and employment services).
  • Assist counselors with employment follow-up according to regulatory requirements.
  • Coordinate efforts to develop job clubs, job labs, or job readiness resource rooms for use by veterans in job readiness preparation and self-directed job search.
  • Maintain records of employment activities through case notes in Corporate WINRS.
  • Markets to and becomes initial "point of contact" for employers who need assistance with return-to-work cases of disabled veterans whose job is affected by disability.
  • Performs other duties as assigned.

Qualifications

Specialized Experience: To qualify for the Employment Specialist, GS-0301-09 position, you must have at least one 1 year (52 weeks) of specialized experience equivalent to at least the next lower grade level (GS-07) in the Federal service. Specialized experience is defined as work that involves: Recruiting for/placing candidates for a hiring firm or large corporation; Employment assistance duties for a non-profit or community organizations; Human Resources experience in staffing, employee relations or reemployment assistance.

Or

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Note: You must submit a copy of your transcripts with your application.

Or

Applicants may substitute a combination of graduate education and specialized experience to qualify: A combination of less than the full year of specialized experience described above and less than the full amount of education described above, however, combined the experience and education equal 100% of the required qualification. (You must submit an official or unofficial copy of graduate level transcripts that demonstrates this information).

Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Full Performance level is GS-12.

Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts, etc. No special physical demands are required to perform the work.

  2. Organizational Awareness: Knowledge of VR&E program goals and objectives, as well as the sequence and timing of key VBA events and milestones in order to maximize the participation and satisfaction of disabled Veterans in the employment program.
  3. Technical Competence: Knowledge of marketing concepts in order to develop promotional strategies, media events, and job fairs to enhance employment opportunities for disabled Veterans and program information for potential employers. Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  4. Oral Communication: Expresses ideas and facts to individuals or groups effectively; makes clear and convincing oral presentations; listens to others; facilitates an open exchange of ideas. Skill in and ability to make formal presentations to diverse audiences, including employers at all corporate levels, business leaders and developers, local media representatives, Veterans Service Organizations, senior level managers, etc.
  5. Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience. Ability to write evaluation and statistical reports based on quality review of program and concept papers associated with VR&E employment program marketing and promotional strategies.
