Under the direction of the Emergency Medical Services (EMS) Systems Division Assistant Chief, the EMS System Transportation Coordinator develops, evaluates, and monitors issues relating to California's EMS System Transportation Programs. The position requires specific knowledge of EMS and EMS transportation issues as it impacts the delivery of quality patient care.

Telework Information

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with EMSA's Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee's designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Department Information

The Emergency Medical Services Authority (EMSA) is responsible for the equitable coordination, administration, and integration of the statewide emergency medical services system to reduce suffering and save lives throughout California. The EMSA embraces the delivery of equitable services to diverse communities, cultivating a culture of innovation and resiliency, and the development of a diverse, competent, and compassionate emergency medical service personnel and the EMSA workforce.

• Workdays are Monday thru Friday, (excluding holidays,) with base schedule of 8 to 5, with some flex opportunities

During emergency operations, you may be required to work in EMSA's Departmental Operations Center, other governmental Emergency Operations Centers or in EMSA's field Mission Support Team to provide assistance in emergency response and recovery activities. Staff is required to complete emergency management and Incident Command System (ICS) training based on their respective roles in a response and participates in periodic departmental and statewide readiness drills and exercises.

Under these emergency operations, staff need to work effectively and cooperatively under stressful conditions with short lead times; work weekends, holidays, extended and rotating shifts (day/night); and may be required to travel statewide for extended periods of time and on short notice.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Regulatory Compliance Expertise: Proven ability to ensure statutory and regulatory compliance in healthcare or emergency medical services (EMS) settings. Experience in developing, implementing, and evaluating activities and tracking systems to monitor and assess compliance with statutory and regulatory requirements.
  • Contract Oversight and Management: Strong skills in overseeing contracts, including multi-county EMS agency contracts and other healthcare-related agreements. Ability to develop, review, and revise contracts in accordance with statutory and regulatory guidelines. Proficiency in conducting site visits and audit procedures to validate compliance with contractual obligations.
  • Grant Management and Reporting: Demonstrated expertise in managing grants, particularly Federal Block Grants. Capable of developing annual grant objectives and activities, as well as completing all grant-related reporting requirements accurately and timely.
