This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Seven years of experience in evaluating, analyzing, and using data from energy management systems involving occupied conditioned* buildings of at least 100,000 gross square feet, or complexes of 10 or more separate occupied conditioned* buildings comprising 500,000 or more square feet, to increase efficiency and conservation of energy resources. Experience must include building analysis, energy audits, and the planning and execution of associated energy projects. An associate's degree in engineering or engineering technology may substitute for two years of experience; or a bachelor's degree in engineering or engineering technology may substitute for four years of experience. *A conditioned building is defined as a structure that is continually using some version of HVAC (heating, ventilation and air conditioning) for heating and/or cooling or humidity levels.

Duties Description The Energy Conservation Technical Specialist reports to the HCR Manager 1 and will work with field representatives and subgrantees to ensure sustainability and energy efficiency goals are met.

Duties:

• Work with Training and Technical Assistance (T&TA) providers and HCR Senior Field Representative to identify and develop trainings for Weatherization (WAP) subgrantee staff.
• Work with Regional Supervisors to identify areas of need for additional support with Subgrantees.
• Assist T&TA with monitoring and evaluating energy audits. Work with the T&TA team to develop policies and best practices for carbon reduction within WAP.
• Work with NYSERDA and other funding partners to ensure multifamily properties are receiving a comprehensive work scope that helps meet New York State's Climate Goals.
• Provide guidance to Weatherization field unit on market updates in coordination with the Senior Field Representative
• Conduct field Monitoring for subgrantees who have multiple contracts with special projects, such as: P+; SERC; WRF; HFA subgrantees; subgrantees with Corrective Action Plans (CAP) or Special Condition Letters and Temporary Subgrantees.
• Manage "At Risk" subgrantees as identified by Regional Supervisors and - report back findings accordingly under their direction.
• Track "At Risk" subgrantees with CAPs and Special Conditions letters to ensure they are reaching their milestones for improvement.
• Conduct on-site visits to assigned subgrantees (as assigned/requested by Regional Supervisors).
• Conduct joint on-site visits with field representatives as needed.
• Work with WAP policy team to develop corrective action policies and procedures.
• Participate in Policy and Procedure Manual (PPM) updates related to field visits and technology advances such as heat pumps, geothermal and solar.
• Collect utility and energy data and analyze historic and current energy use for benchmarking. Evaluate, analyze, and use data from energy management systems, for the purposes of increased efficiency and conservation of energy resources.
• Serve as liaison with Senior Field Representative Trainer.
• Work to develop case studies and guides for leveraging funds into enhanced work scopes.
• Utilize project data to prepare status reports and other specialized reports related to field production, tracking, and innovation.
• This position does involve at least 50% travel.
• Other duties as assigned by WAP Management.
