Duties

This position is located in the Division of Electric Power Regulation -West Group 4

As an Energy Industry Analyst (Electric), some of your typical work assignments may include:

  • Conducting technical and policy analysis of market-based rate matters being considered by the Commission and keeps the Commission abreast of various developmental and operational issues in the both organized and bilateral wholesale electric markets in the United States.
  • Applying knowledge of market-based rate methodologies, regulations, principles and practices pertaining to the regulation of the electric utility industry.
  • Independently preparing and supporting well-reasoned technical recommendations related to the electric utility industry and ensures the timely completion of written results of high quality.
  • Explaining complex policy initiatives and/or defending innovative technical recommendations relating to the electric utility industry to high ranking officials both orally and in writing.
  • Leading a diverse, multi-disciplinary team to research/analyze complex and sometimes controversial issues related to the electric utility industry and ensures the timely completion of high quality written products. (e.g. draft Commission orders, market working group memoranda).

Qualifications

You must have one full year of specialized experience at or equivalent to the GS-14 level. Specialized experience is defined as: Experience in leading teams and conducting analysis regarding complex issues related to the
regulation of electricity markets (e.g., organized and bilateral energy markets, market-based rate methodologies, market power and affiliate issues, major rulemakings, and energy policy issues).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including any volunteer experience.
