Apply today and join our team. The North Coast Regional Water Quality Control Board's Agriculture and Enforcement Division has an opening for a Senior Engineering Geologist (Specialist). The position will be located in one of the following two locations The position will be located in either of two North Coast Regional offices:

1) Santa Rosa (Sonoma County) main office location: 5550 Skylane Blvd., Suite A, Santa Rosa, in the Airport Business Park next to the Sonoma County Airport, the Sonoma Marin Area Rapit Transit (SMART) Train and other public transportation,

OR

2) Eureka (Humboldt County) Northern Field Office location: 930 6th Street, in downtown Eureka.

Duties:
The Senior Engineering Geologist (Specialist) will fill a leadership role within the Agriculture and Enforcement Division with a primary role of enforcing the Water Code on illegal cannabis cultivation sites to minimize pollution, nuisance, and impacts to water quality. The duties of this position include inspecting cannabis cultivation sites throughout the region; assessing threats and impacts to water quality and compliance with the Water Code, Clean Water Act, and other laws and regulations; evaluation of geologic hazards and conditions; issuing enforcement actions; collaborating with other staff and other agencies, including law enforcement; reviewing technical reports for adequacy to comply with laws, regulations, and enforceable requirements; providing professional assessments; developing and implementing strategies, priorities, procedures, templates, guidance and trainings to support enforcement; presenting and providing testimony at Board meetings, hearings and court proceedings.

Salary information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience inspecting cannabis cultivation sites and assessing site conditions;
  • Experience working with state, federal, and local agencies, tribes, research organizations, community members, and regulated entities;
  • Strong organization and decision making skills;
  • Ability to work effectively with all levels of staff, management, and the public;
  • Due to the enforcement nature of this position, a certain level of comfort with conflict and an ability to manage it with composure is highly desirable;
  • Experience in a leadership role within a multi-disciplinary team in the implementation of a water quality regulatory program;
  • Excellent verbal and written communication skills with demonstrated experience giving presentations to large audiences, including governing bodies;
  • Familiarity with the Porter-Cologne Water Quality Control Act, Clean Water Act, and water quality issues in California;
  • Experience interpreting and enforcing environmental laws and regulations;
  • Experience providing expert testimony during administrative, civil, and/or criminal enforcement cases;
  • Familiarity and/or experience with implementation of the Water Boards' Enforcement Policy;
  • Education and experience assessing impacts to water quality and the Beneficial Uses of water;
  • Experience with the regulatory and permitting processes of water quality protection and and understanding of the role of enforcement in this broader context; and
  • Experience with Microsoft Office software, GIS applications, water quality modeling, and statistical analysis software.
  • Experience implementing actions to promote racial equity.
