WHAT YOU'LL BE DOING:

MCDOT seeks an Engineer III for its Design & Operations Section, within the Division of Traffic Engineering & Operations

This is a technical and hands-on position that is directly responsible for the management of the Department's Intersection and Spot Improvement (ISI) Capital Improvement Program as well as the Streetlights Program. At any given time, the employee is in responsible charge of multiple ISI projects that are programmed to reduce intersection congestion and improve traffic safety. For all ISI projects, the employee is responsible for the coordination of all internal and external efforts to successfully complete design and construction. The employee is responsible for all community outreach efforts and all related communication with residents. Specifically, the employee provides oversight and coordinates with consultants to complete technical tasks like roadway geometrics design, drainage design, storm water management plans, and level of service and capacity analysis. Management of the Streetlights Program includes maintenance of the existing County-owned streetlights (upwards of 30,000) as well as the addition of new streetlights. The employee provides oversight of all contractual services for design, construction, and maintenance of all County-owned streetlights. For this program, the employee will be supported by a lighting team of three (3) staff. In this capacity, the employee will supervise the staff and be in responsible charge of their performance and conduct. Finally, the employee develops and manages the budgets for the programs.  

Duties include, but are not limited to:
  • Coordination of all internal and external efforts to successfully design and construct ISI projects.
  • Coordination of all internal and external efforts to successfully design and construct streetlight projects.
  • Supervising employees, performing evaluations, and performing hiring/firing.
  • Providing oversight of consulting and contractual services.
  • Performing field inspections, contract compliance reviews, and project approvals.
  • Developing and managing program budgets.

ADDITIONAL INFORMATION :

This position REQUIRES the possession of a valid driver's license and the ability to travel to and from project sites for the purpose of participation in field meetings and/or conducting field inspections and investigations.

The employee is required to visit sites to make field investigations, inspections, and/or observe construction operation. Hazards include those requiring the use of hard hats, eye protection, and reflective vests worn when working in moving traffic. Physical effort involves occasional standing for long periods and/or walking over rough and uneven project sites, and occasional stooping, bending, reaching, and climbing at construction sites.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Minimum Qualifications

EXPERIENCE:

If Filled at Engineer I : None.

If Filled at Engineer II : One (1) year of experience in an engineering field appropriate to transportation or traffic safety.

If Filled at Engineer III : Three (3) years of experience in an engineering field appropriate to transportation or traffic safety.

ALL LEVELS - EDUCATION :

Graduation from an accredited college or university with a Bachelor's Degree in Engineering or a related discipline appropriate to the assigned position. Registration as a Professional Engineer may substitute for the degree.

ALL LEVELS - EQUIVALENCY :

An equivalent combination of education and experience may be substituted, provided such combination includes at least 60 accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.

ALL LEVELS - LICENSE :

Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Preferred Criteria

There are NO Preferred Criteria Assessments . All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified", placed on the eligible list, and may be considered for an interview.
