Specialized Experience:For the FL-02 (GS-14 equivalent) grade level, you must have one year of specialized experience at the FL-03 (GS-13) grade level or equivalent. Specialized experience is defined as:

- Experience in engineering, infrastructure planning or design, construction, or construction oversight; providing consultative services on a range of complex engineering, construction, and/or infrastructure-related topics; developing and/or disseminating guidance and best-practice; developing and implementing locally appropriate approaches to infrastructure planning and design in various contexts; and integrating quality infrastructure development principles into strategies, programs, and project design; and
- Development experience, such as working in a developing country or with economically-deprived communities in the United States, and maintaining a Professional Engineering (P.E.) license in a U.S. state or territory.
- Must be a U.S. citizen;
- Must be eligible to obtain and maintain a Secret security clearance; and
- Education Requirements: Applicant must have at least an undergraduate or graduate degreein engineering (civil, structural, mechanical, environmental, or a related field) from a program accredited by the Engineering Accreditation Commission (EAC) of the Accreditation Board for Engineering and Technology; or a combination of education and experience, such ascollege-level education, training, and/or technical experience.
