This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base in the DoD to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Serve as the senior Chemical Engineering Technician for an industrial operation.
  • Perform a wide range of engineering technician functions and assignments during all the phases of the life cycle of major weapons systems to reduce their environmental and worker risks during production and sustainment operations.
  • Applies knowledge of chemistry, environmental and safety regulations, industrial ventilation, and material cleaning, restoration and finishing operations to reduce chemical, physical and electrical risks, and improve product quality.
  • Serve as the Hazardous Materials Approval Group coordinator and the Environmental Quality Coordination Committee representative for the depot's industrial shops and shop support operations.
  • Work closely with the Depot's environmental management, safety, fire prevention and industrial hygiene staffs to continually improve the shops' risk posture and resolve inspection findings.
  • Develop, provide technical decision making, and manage projects to achieve risk reduction targets.

  • GS-08 and 09 Levels: Within 18 months of being selected for this position, the incumbent must complete the OSHA 30-hour Training for General Industry, OSHA 2015 (Hazardous Materials) and OSHA 7225's (Transition to Safer Chemicals).
  • GS-10 Level: Within 18 months of being selected for this position, the incumbent must complete OSHA 521 (OSHA Guide to Industrial Hygiene) and OSHA 7100 (Introduction to Machinery Safeguarding), or equivalent.
  • GS-11 Level: Within 18 months of being selected for this position, the incumbent must successfully complete ACGIH's Basics in Industrial Ventilation, or equivalent.
  • GS-12 Level: Within 18 months of being selected for this position, the incumbent must complete OSHA 3095 (Electrical Standards), or equivalent.

Specialized Experience for the GS-08 Level: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes experience in managing industrial chemical risks. Knowledge of and skill in the application of chemistry, engineering, materials science, and risk reduction principles and practices for both established and emerging methodologies; Knowledge of environmental compliance requirements and environmental impact reduction methods related to industrial processes. Knowledge of OSHA regulations for hazardous materials. Successful completion of either OSHA's 10-hour or 30-hour Training for General Industry, or equivalent. Must provide copy of certificates.

Specialized Experience for the GS-09 Level: One year of specialized experience equivalent to the GS-08 grade level in the Federal service which includes experience and knowledge in managing industrial chemical risks including the translation of chemical safety data sheet (SDS) information into shop instructions. Knowledge of and skill in the application of chemistry, engineering, materials science, and risk reduction principles and practices for both established and emerging methodologies; Knowledge of environmental compliance requirements and environmental impact reduction methods related to industrial processes. Knowledge of OSHA regulations for hazardous materials. Successful completion of either OSHA's 10-hour or 30-hour Training for General Industry, or equivalent. Must provide copy of certificates.

Specialized Experience for the GS-10 Level: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes experience and knowledge in managing industrial chemical risks including the translation of chemical safety data sheet (SDS) information into shop instructions. Knowledge of and skill in the application of chemistry, engineering, materials science, and risk reduction principles and practices for both established and emerging methodologies; Knowledge of environmental compliance requirements and environmental impact reduction methods related to industrial processes. Knowledge of proper storage and handling for flammable and combustible liquids, compressed gases, and cryogenic liquids. Knowledge of OSHA regulations for hazardous materials Experience in recognizing and evaluating hazardous chemicals and implementing safer alternatives. Successful completion of OSHA's 30-hour Training for General Industry, OSHA 2015 (Hazardous Materials) and OSHA 7225's, Transitioning to Safer Chemicals, or equivalents. Must provide copy of certificates.

Specialized Experience for the GS-11 Level: One year of specialized experience equivalent to the GS-10 grade level in the Federal service which includes experience and knowledge in managing industrial chemical risks including the translation of chemical safety data sheet (SDS) information into shop instructions, and safety risk reduction. Knowledge of and skill in the application of chemistry, engineering, materials science, and risk reduction principles and practices for both established and emerging methodologies; Knowledge of environmental compliance requirements and environmental impact reduction methods related to industrial processes. Knowledge of industrial hygiene practices and principles, how to identify common air contaminants, and how to perform basic industrial hygiene calculations. Successful completion of OSHA's 30-hour Training for General Industry, OSHA 2015 (Hazardous Materials), OSHA 7225's, Transitioning to Safer Chemicals, OSHA 521 (OSHA Guide to Industrial Hygiene) and OSHA 7100 (Introduction to Machinery Safeguarding), or equivalent. Must provide copy of certificates.

Specialized Experience for the GS-12 Level: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes successful completion of OSHA's 30-hour Training for General Industry, OSHA 2015 (Hazardous Materials), OSHA 7225's, Transitioning to Safer Chemicals, OSHA 521 (OSHA Guide to Industrial Hygiene) and OSHA 7100 (Introduction to Machinery Safeguarding), ACGIH's Basics in Industrial Ventilation, or equivalents. Knowledge of and skill in the application of chemistry, engineering, materials science, and risk reduction principles and practices for both established and emerging methodologies; Knowledge of environmental compliance requirements and environmental impact reduction methods related to industrial processes; Providing technical advice to management on tasks associated with the development of test or procedures that will ultimately support a chemical operation; Preparing and presenting briefings, project updates, status reports, and correspondence to ensure results and recommendations are understood and accepted.
