Summary of Work

The North Dakota Public Service Commission seeks to hire a highly skilled individual to perform constructed-related work inspecting, documenting, and overseeing onsite construction operations at AML project sites as a field project manager. This position will also assist in planning, surveying, and designing projects for the Abandoned Mine Lands (AML) Division. The AML Division enhances the public's safety by prioritizing and reclaiming abandoned coal mine sites that pose health, safety, and general welfare hazards. A team of scientists and engineers on staff collectively plan, design, develop, and execute AML projects. We are looking for an energetic, detail-oriented person with a background in construction, engineering, environmental science or land reclamation experience to join the team.

The successful candidate will work in an office and at abandoned mine project sites. Travel with overnight stays during the construction season is expected. Work weeks will vary but are expected to be approximately 50 hours per week during the construction season and approximately 30 hours per week during the off-season. Project work may be conducted in all types of weather and requires walking and driving on rough, uneven, and slippery ground and around heavy equipment. Some manual labor is required such as digging with a shovel, pounding in stakes and fence posts and carrying equipment weighing up to 50 pounds.

Duties and Tasks
  • Supervise contractor work and enforce contract specifications, solve problems, and record quantities of materials used and work performed.
  • Prepares daily activity records, reviews pay estimates for additional work performed by contractors, and reports for progress payments.
  • Assist project managers in developing and designing projects.
  • Conduct site investigations of abandoned mine lands and report on the environmental, technical, and historical aspects of the site.
  • Assists in topographic surveys.
  • Monitors contractor staffing for labor compliance to ensure State and Federal regulations are met.
  • Collect data for use in the agency's geographic and other databases.
  • Respond to questions from contractors, landowners, and the public on reclamation projects, the history of abandoned mines, and the AML program.
  • Maintain project equipment and develop standard operating procedures. Use a variety of field equipment including RTK survey equipment, a borehole camera, a drone, and tablets.
  • Follow state procurement rules and guidelines.
  • Excellent written, verbal, and interpersonal communication skills are essential.
  • Be a self-motivated and detail-oriented individual with good observation and documentation skills.

Minimum Qualifications

Requires an associate degree in environmental, agricultural, natural, or physical science; construction management; engineering; or a related field and three years of professional-level work experience.

A bachelor's degree in the above fields may substitute for two years of professional-level work experience.

OR

Five years of professional-level work experience in a closely related field and an associate degree in another field.
Must have, or obtain within 30 days of employment, a valid North Dakota driver's license.

If unable to find applicants with satisfactory experience listed above, we will consider filling this position at a lower experience level which requires an associate's degree in the fields indicated above and at least one year of work-related experience.

Preferred Qualifications
  • Project management experience that includes heavy construction and drilling equipment.
  • Experience managing contracts and contractors.
  • Experience with a variety of technology including ArcGIS, AutoCAD, databases, and computer-based data analyses.
  • Experience applying environmental laws, rules, and policies.
  • Experience preparing environmental assessments, reports, and related documents.
  • Experience working with federal or state oversight agencies.
  • Management of environmental projects.
