Why does the job exist?

This position will be the first point of contact for the general public for the Aztec District 5 Office, where the Incumbent will answer general questions regarding water rights, route telephone calls to district staff, accept filing fees, Issue receipts, process changes of ownership and other technical analysis assistance. The position will be responsible for all District 5 banking procedures and office Inventory and supplies. The position will also assist the general public with the preparation and filing of domestic well applications, and all water right changes of ownership, determining accurate legal descriptions utilizing various resources, and enter well logs. The position will research, compile and prepare letters of correspondence to applications regarding well permit and records; maintain files for the San Juan underground and surface water basins; will assist Water Resources Staff and the general public with technical research of water rights files and preparation of maps and projects utilizing GIS; utilize Office of the State Engineer Rules and Regulations, policies and procedures and applicable sections of State Statutes for the benefit of other OSE staff and the general public.

How does it get done?

1.The Incumbent will determine the needs of customers at the front counter and/or on the telephone as well as answer and direct incoming calls to the proper staff members.
2.It provides assistance to the public with accurate information regarding filing fees, office procedures and other questions of a general nature according to the agency's policies.
3.It researches information to locate wells and surface water rights by reviewing warranty deeds, maps, surveys and additional documents in order to process water rights inquiries and applications.
4.It conducts research related to water rights filings and providing QA/QC on all documents prepared before sending to the Water Rights Abstract Bureau.
5.The main requested information pertains to application forms, meter readings forms, rules and regulations, etc. to the general public or water rights owners providing customers service assistance navigating through the WATERS database information utilizing the OSE/ISC website as well as answering questions related to the WATERS database.
6.It also provides notary services for the public for water rights documents, as needed.

Who are the customers?

The position will assist the general public, water rights owners, realtors, consultants, well drillers, local ditch and irrigation district staff, and other OSE/ISC staff members.

Ideal Candidate

The ideal Candidate will have experience:

1. Providing excellent customer service in person and via the telephone.
2. Researching technical records or documents such as chain of title (also known as warranty deeds), maps, plats, surveys and/or property records.
3. Entering information into the WATERS database.
4. Assisting with various technical data entry including GIS.

Minimum Qualification

High School Diploma or equivalent and two (2) years of relevant experience. Substitutions Apply. See Substitution Table below.

• If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.

Working Conditions

Work is performed in an office setting with extensive computer and telephone usage to include working with faxes, copiers and printers. Extensive interaction with the public by phone and in person. There are extended periods of sitting and researching large amounts of data. This position also includes working in the field that consist of rough terrain including heat, cold, humidity, and wind to determine water usage or irrigated acreage, and read meters. May have to climb, reach, kneel and crawl to perform field job duties. May also lift up to 20 pounds. Travel is required. This position must also follow all safety protocols in the office and in the field.
