Summary

This National Guard position is for a ENGINEERING TECHNICIAN (CIVIL), Position Description Number D0591P01 and is part of the OH Camp Perry JTC, Ohio Army National Guard.

The primary purpose of this position is to provide technical expertise in preparing engineering plans, specifications and cost estimates. Additionally, the incumbent of this position will conduct preliminary and intermediate contractual inspections.

Duties

As a ENGINEERING TECHNICIAN (CIVIL), GS-0802-9, you will perform the following duties:

Coordinates the work of technicians, State employees, contract employees, temporary and seasonal employees and military personnel of all activities and units engaged in minor construction, maintenance and repair functions at the training site on a year-round basis. Coordination is effected by planning and scheduling the work of assignments, outlining methods, sequencing and prioritizing work, assessing capabilities and availability of personnel to perform the work.

Directs activities pertaining to planning, programming and executing of: construction, alteration, conversion maintenance and repair of the site's physical plant, including buildings, utilities, roads, parking and storage areas, bridges and other structures; and, the operation of utility systems, including electrical, water, sewage, storm drainage, heating, air conditioning, refrigeration and ventilating systems.

Conducts technical inspection of all types of facilities in need of maintenance or repair to determine materials required for minor construction projects to be accomplished by troop labor. Inspects maintenance and repair projects by measuring reference to similar jobs. Reviews staff engineer estimates, as well as ensure availability of materials and cost to accommodate the work. Conducts construction inspections to ensure contractor compliance with engineering plans, specifications, contractual obligations, and governing laws and regulations. Follows appropriate procedures to report contractual deficiencies.

Assists activity and military unit supervisors in effecting on-the-job training for their personnel by helping to establish task lists of practical projects in minor construction, maintenance and repair of facilities of the training site.

Plans for material, equipment, and personnel requirements for completing scheduled work on a time-phased basis throughout the year consistent with availability of resources. Responsible for procurement, maintenance, and operation of various types of heavy engineering equipment to include, but not limited to, bulldozers, graders, paving equipment, lifting devices, loaders, dump trucks and all related maintenance equipment.

Maintains necessary records relating to authorization, progress, production, cost and material used incident to minor construction projects accomplished by troop labor and major maintenance and repair projects accomplished throughout the year.

Reviews engineering plans and specifications for compliance with Federal and State regulations, and ensures that design formats comply with applicable guidance. Plans and specifications may be related to such engineering projects as: electrical distribution systems for office buildings, facilities and airfields; mechanical utility systems such as heating, ventilation, air conditioning, boiler plant, water, sewage treatment and disposal systems; construction, alteration, rehabilitation and modernization of buildings, structures, roads, streets, airfields and appurtenances, power and pumping plants; and other projects similar in scope and complexity.

Develops and produces engineering specifications and cost estimates using specification guides, engineering handbooks, building construction cost data, manufacturers publications, engineering standards for types of materials, fire and safety codes, and other published material. Applies knowledge of construction and maintenance practices, estimating, and short cut methods of construction and installation, to provide cost estimates.

Furnishes sketches and layouts supplemented by verbal or written information for preparation of drawings. Considers design from standpoint of structural quality, resistance to environmental elements, use and suitability of equipment.

Prepares modification/alteration design specifications considering existing structures, utilities, facilities and other considerations of projects that are not readily apparent. Considers the structural soundness of existing facilities and adequacy of systems to accommodate proposed changes.

Provides surveillance of engineering problems pertaining to environmental pollution control and abatement, and prepares recommendations thereon. Directs activities pertaining to land management and insect and pest control.

Performs other duties as assigned.

Ohio Army National Guard Membership is required.

Males born after 31 December 1959 must be registered for Selective Service.

Federal employment suitability as determined by a background investigation.

May be required to successfully complete a probationary period.

Participation in direct deposit is mandatory.

MILITARY REQUIREMENTS
:

Compatible military grade and assignment required within one year of the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the Ohio Army National Guard must be eligible for immediate membership. Military Grades: E-6 THROUGH CW4

Qualifications

SPECIALIZED EXPERIENCE: Must have 1-year equivalent to at least next lower grade level experience, education, or training with knowledge of basic standard engineering principles, methods and practices. Experience reading and interpreting engineering and architectural plans and specifications. Experience planning, scheduling and supervising; exercising initiative and sound judgment. Experience using a variety of inspection techniques and practices to determine compliance with plans and specifications.

***If serving under an incentive contract, termination of that incentive(s) will occur effective one day prior to your AGR, Permanent Military Technician, or Indefinite Military Technician start date. Temporary Military Technicians will have their incentive terminated if their tour exceeds 179 days in a continuous 12-month period.***
