Under the general direction of the Office of Accounts Receivable, Systems, and Administration Chief, an Accounting Administrator III, the Staff Services Manager I (Specialist) has the role of a Project Manager (PM), statewide trainer of the Enterprise Datalink Database, and the Point of Contact (POC) of the Enterprise Datalink help desk. The incumbent will have the responsibility for the delivery of assigned phases of the project and ensure that the project is within scope, budget, and schedule through the project life cycle. Incumbent will lead the Project Development Team (PDT), Subject Matter Experts (SME), and any other staff or consultants deemed appropriate while working on the project phases. The incumbent will communicate with various levels of staff and management within the department regarding various project issues, system issues, financial reporting issues, training opportunities, project risks, project recommendations, and make determinations of future report creation in the financial database. Incumbent will write project specifications, lead the negotiations on contracts/agreements with outside vendors, and be the single point of contact with the management team. The PM works independently and within a team environment. May work with other task force teams, data governance, and major information technology efforts as it relates to financial reporting.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate .

This is a Limited Term position which may be extended to 24 months or become permanent.
While at their base of operation, employees will work in a climate-controlled office under artificial light. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. Most employees will work in workstations within shared cubicles. Working hours will be set between 6:00 A.M. and 6:00 P.M. Vacations may be restricted during peak times and fiscal year-end closing. Employees may be required to travel in state, but it is not frequent. Approved Telework schedule may vary based on operational needs with advance communication and supervisor approval.
