Description of Organization:This position is located within GC. GC leads the Agency's work on preventing environmental pollution, such as air and plastic pollution, and improving the resilience of vulnerable urban populations.
Duties and Responsibilities:The Environment Officer will serve as an Air Quality and Transportation Advisor, providing technical expertise to support USAID's programs and other efforts to improve air quality (AQ) through sustainable urban transportation development. Responsibilities may include work in other sectors responsible for significant global air pollution (such as waste burning).

The Air Quality and Transportation Advisor's responsibilities will include the following:
- Provide technical assistance to USAID Missions to design, implement, or evaluate AQ and sustainable urban transportation programs;
- Provide technical leadership, including designing and delivering technical training and secondary research, to Missions on AQ and sustainable urban transportation;
- Assist with monitoring, evaluation, and learning for AQ and transportation programs;
- Participate in internal AQ and transportation fora and represent USAID externally with the interagency, other donor groups, and other international partnerships and coalitions; and
- Assisting with other tasks, as assigned.
- Demonstrated experience taking the lead on substantive research with respect to international development projects, programs, and/or activities in a related field;
- Expertise in project development and/or project management for urban transportation projects, as well as associated grant and contract activities; and
- Experience in strategic planning, analysis, design, implementation, and/or evaluation of transportation programs, especially in low and lower-middle income countries.
- Must be a U.S. citizen. Candidates must indicate citizenship on their application. If citizenship is not stated, the application will not be considered;
- Must be eligible to obtain and maintain a Secret-level security clearance;
- Ability to travel internationally up to 25 percent of the time; and
- Must have at least an undergraduate degreeto be eligible for the FL-03 grade level.
