The City of Phoenix, Office of Environmental Programs is seeking an Environmental Coordinator. This position will coordinate environmental technical and regulatory work for a variety of city departments and interact with regulatory agencies and other entities. This position will provide citywide RCRA and TSCA regulatory guidance, including preparing waste determinations, approving waste profiles, providing disposal guidance, and updating RCRA-related policies. This position is responsible for conducting environmental facility assessments (EFAs) for compliance with RCRA, Clean Water Act, Clean Air Act, and similar.

This position will also assist with review of Phase I and II environmental site assessments for City acquisitions and Brownfields projects. The position will promote city environmental policies; assist with environmental training; track and evaluate related environmental new rules/policies; manage the SDS and EFA databases; assist with citywide EPCRA annual reporting; and assist with a wide range of environmental regulatory challenges. This position will oversee the program for the OEP 24/7 on-call hotline for hazardous dumping and will cover the hotline in rotation with others. The Environmental Coordinator position is included in the general Management Assistant II in the city position classification system.

SALARY

Pay Range: $67,849 to $116,022 annually.

Hiring Range: $67,849 to $105,248 annually.

MINIMUM QUALIFICATIONS

  • Three years of professional-level experience in environmental regulatory research/compliance.
  • Master's degree in environmental science, public administration, or a related field science field such as biology, geology or hydrology.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Experience in contracts management.
  • Supporting and providing quality service to internal and external customers.
  • Experience serving as a liaison working with multiple internal and external teams.
  • Experience conducting compliance audits of operating facilities for RCRA and hazardous materials management practices.
  • Experience managing environmental projects, including contractor management, project coordination, and invoicing.
  • Experience responding to hazardous spills and managing spill clean-up activities.
  • Experience conducting ASTM E1527 Phase I Environmental site assessments (ESAs), and Phase II ESAs and remediation projects as well as writing the reports.
  • Applicant meets the definition of an EPA AAI environmental professional preferred.
  • Strong skills in written and oral communication, including the experience of leading training sessions or presenting at public meetings.
  • Working knowledge of RCRA, TSCA and EPCRA regulations, APP drywell permitting programs, and/or spill reporting requirements under RCRA, CERCLA and the CWA.
  • Experience in the application of scientific principles and environmental regulations to complex environmental questions.
  • Experience with GIS applications preferred.
  • At least two years' experience in the field with practices to comply with Federal, State, and local environmental regulations, particularly in the fields of RCRA, hazardous materials, Phase I or Phase II ESAs.
  • Current OSHA HAZWOPER, RCRA hazardous waste or DOT hazardous materials certification.
