Four years of experience in technician work in aeronautical, chemical, civil, electrical, environmental, mechanical, or sanitary engineering technology; environmental technology; geology or geology technology; or as a surveyor or a drafter;

OR graduation from high school and one year of qualifying experience;

OR graduation from a high school technical education program in aeronautics, architectural drafting, chemistry, electricity, electronics, mechanical design and construction, technical structural drafting and design, technical instrumentation and control systems, or computer circuitry;

Duties Description Position Description:
The individual selected for this position will be responsible for comprehensive review and approval of MSGP Notices of Intent (NOIs), modifications and terminations and entry of this information into the EPA Integrated Compliance Information System (ICIS) data system under the supervision of program manager. They will also review MSGP Annual Certification Reports and Discharge Monitoring Reports and provide support to the DEC regional offices, DEC's Office of General Counsel, the Environmental Protection Agency and respondents on enforcement actions (as needed). Additional responsibilities will include electronic storage (scanning), data entry, and maintenance of permit records for all SPDES permits, and preparing records for retention in the warehouse. The individual will support other DOW general permit programs, the renewable energy group in BWC, and the overall BWC programs. Strong communication skills and good computer skills are necessary to complete job duties for the position.
Primary Areas of Responsibility
The successful candidate will apply their administration and technical knowledge to support the Bureau of Water Compliance in its mission for consistent statewide understanding and implementation of Division of Water (DOW) compliance and enforcement activities.

The successful candidate will have ability to learn and complete the following essential functions:
• Data entry into EPA's data system (ICIS) including SPDES permit information and discharge monitoring reporting (DMR) limits
• Learn EPA's data system and develop ability to generate high quality reports and queries for DOW data
• Work with the regulated community and public on electronic data submittal NetDMR and nForm
• Understand State and EPA's SPDES data systems for transfer, completeness and consistency of data
• Be involved in all aspects of the SPDES compliance program with the view of providing accurate and complete data to EPA and regional staff
• Must be able to effectively use Microsoft Office
• Work to address data management problems and implement solutions under supervisory direction.

Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overnight travel may be required. Must be able to lift and move objects up to 30 pounds.

This is a seasonal, hourly appointment with an anticipated end date of 3/31/2025. Program needs and funding will determine actual termination date.
