The Montgomery County Department of Health and Human Services (HHS) is seeking Environmental Health Specialists to serve in the Licensure and Regulatory Services of Public Health Services.

The expected starting salary range for the Environmental Health Specialist are:

Environmental Health Specialist III level , Grade 24. (salary range: $74,390 - $119,104)
Environmental Health Specialist II level , Grade 23 (salary range: $71,299 - $113,906)
Environmental Health Specialist I level , Grade 20 (salary range: $62,872 - $99,710)

Filling the positions at the lower levels allows for an opportunity for a Non-Competitive promotion to the higher levels in the future.

Program Summary

The mission of the Montgomery County Department of Health and Human Services, office of Licensure and Regulatory Services (L&R) is to promote public health education, safety and well-being while ensuring regulatory compliance within Montgomery County.

The Environmental Health Specialist, through Licensure and Regulatory Services, licenses and inspects, under both county and state regulations, facilities such as assisted living facilities; group homes; food service facilities (including restaurants, grocery stores, bars, mobile food trucks, and bed and breakfasts); facilities offering bingo, raffles and amusements; camps; private educational institutions; massage and bodywork establishments; swimming pools; tanning facilities; transient lodging; and video game facilities.

What you will be doing:

These employees will conduct routine inspections of food service facilities, pools, assisted living facilities, nursing homes, private educational institutions, tanning facilities and camps for compliance with the Maryland State and Montgomery County Laws and Regulations. These employees are also responsible for conducting foodborne outbreak investigations and investigating complaints from the public. These employees are responsible for enforcing the Montgomery County No Smoking, Trans Fat and Menu Labeling laws, understanding HACCP, reviewing and approving construction plans and equipment schedules for new and remodeled food service facilities and swimming pools, and responding to rodent, other vermin and nuisance complaints.

This work requires long periods of standing and/or walking, sometimes over rough or uneven surfaces; repeated bending, stooping, or crouching; and some lifting of objects up to 50 pounds.

These positions require the ability to work during non-business hours and MUST work every other weekend as well as attend meetings or perform work at locations outside the office.

Minimum Qualifications

Environmental Health Specialist III

Education: Graduation from an accredited college or university with a Bachelor's Degree in one of the physical, environmental health, or biological sciences, engineering, or agriculture. chemical

Experience: Three (3) years of professional level experience in environmental health investigatory/enforcement work equivalent to performing duties comparable to the class of Environmental Health Specialist II with Montgomery County including a full range of investigative and enforcement duties or an equivalent position with broad responsibility in appropriate specialized area.

Substitution: Registration as a Professional Environmental Health Specialist in the State of Maryland may be substituted for the Education requirement.

Licenses, Registrations, Certifications, or Special Requirements: There will be no substitutions for this section.

Positions in this classification:

• Will be required to possess and maintain a motor vehicle operator's license valid Class "C" (or equivalent) from the applicant's state of residence.
• Must possess and maintain a registered Environmental Health Specialist License issued by the Maryland State Board of Environmental Health Specialists, and in conjunction with the State law. Incumbent must maintain a current registration, which may include continuing education requirements.
• Certifications: Some positions may require possession of a Certified Pest Control operator's license.

Environmental Health Specialist II

Education: Graduation from an accredited college or university with a Bachelor's Degree in one of the physical, environmental health or biological sciences, engineering, or agriculture, chemical

Experience: Two (2) years of experience performing duties comparable to the class of Environmental Health Specialist I with Montgomery County including a full range of investigative and enforcement duties or an equivalent position with broad responsibility in appropriate specialized area.

Substitution: An equivalent combination of education and experience may be substituted.

Licenses, Registrations, Certifications, or Special Requirements: There will be no substitutions for this section.

Positions in this classification:

• Will be required to possess and maintain a motor vehicle operator's license valid Class "C" (or equivalent) from the applicant's state of residence.
• Must possess and maintain a registered Environmental Health Specialist License Health Specialist In-Training Certificate, or Certificate of Eligibility issued by the Maryland State Board of Environmental Health Specialists, and in conjunction with the State law. Incumbent must maintain a current registration, which may include continuing education requirements.
• Certifications: Some positions may require possession of a Certified Pest Control operator's license.

Environmental Health Specialist I

Education: Graduation from an accredited college or university with a Bachelor's Degree in one of the physical, environmental health or biological sciences, engineering, or agriculture, chemical

Experience: One (1) year of experience in environmental health investigatory work.

Substitution: Registration as a Professional Environmental Health Specialist in the State of Maryland may be substituted for the Education requirement.

Licenses, Registrations, Certifications, or Special Requirements: There will be no substitutions for this section.

Positions in this classification:

• Will be required to possess and maintain a motor vehicle operator's license valid Class "C" (or equivalent) from the applicant'' state of residence.
• Current registration as a Professional Environmental Health Specialist in the State of Maryland or possession of a Certificate of Eligibility or Health Specialist In-Training Certificate for such registration is required at the time of application. Incumbent must maintain a current registration, which may include continuing education requirements throughout the course of employment.
