Primary Responsibilities

HDR seeks a mid-level planner (Environmental Planner 2) with broad and proven experience in environmental impact assessment for a range of different project types. This individual will plan and direct small- to large-sized environmental tasks for HDR's water resources, flood control, water/wastewater treatment, renewable energy, transportation, and power projects, as well as support other HDR programs, as needed.

The primary duties of the Environmental Planner 2 include working on a wide variety of environmental documents and having a thorough understanding of the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). With support and oversight by Senior staff, this position will be responsible for research and preparation of CEQA and NEPA documents, including coordination with environmental specialists preparing individual resource sections or technical reports to be integrated into project deliverables.

Ideal candidates should have several years of experience with an aptitude to grow within a highly diversified, collaborative, and cohesive team. Candidate must be a doer able to work closely with our team and clients and think strategically. Other specific job duties and skills required include:

  • Leading desktop collection and synthesis of environmental and/or project data, primarily including authoring descriptions of projects and alternatives;
  • Preparing draft and final environmental reports, studies, and technical reports to be integrated into project deliverables;
  • Processing, categorizing, and summarizing public comments;
  • Review and stay up to date on current environmental regulations and changing practices, especially in regard to CEQA and NEPA;
  • Collect, track and manage project records that may become part of a public administrative record;
  • Work closely with team members to prepare and facilitate publicly accessible and technically accurate documentation;
  • Assess effects of projects on CEQA/NEPA resource areas, and support clients in development of mitigation, as necessary;
  • Participate in client and State/federal agency coordination;
  • Assist in preparation and participation in public/client meetings;
  • Assist senior staff in environmental task assignments, as requested;
  • Support multi-layer QC practices;
  • Perform other duties as needed.


This candidate must be highly collaborative in all functions. An understanding of the CA regulatory environment and ability to negotiate regulatory strategy is a plus. Experience in managing or acting as assistant or deputy project manager on environmental projects is also a plus.

The position is intended to support the continued and long-term growth of the Northern California Environmental Sciences and Planning team. This position is expected to be in-person in one of our larger, regional offices, preferably located in Sacramento, Folsom, or Walnut Creek, CA, as a member of our Environmental Sciences & Planning team in our Water Business Group.

Required Qualifications

  • BS/BA degree in Environmental Science, Environmental/Community Planning, or related field
  • Minimum of 5 years environmental planning experience
  • Self-starter with excellent writing, analytical, and communication skills
  • Strong conceptual, organizational, problem-solving, and research abilities
  • An attitude and commitment to being an active participant in our employee-owned culture
  • Proficiency with MS Office Suite


Preferred Qualifications

  • MS degree in Environmental Science, Environmental/Community Planning, or related field;
  • Demonstrated knowledge of CEQA, NEPA and how they coordinate with the environmental permitting processes;
  • Experience managing CEQA and NEPA-specific projects;
  • PMP certification

The expected compensation range for this position is $77,693.00 - $126,125.00 annually depending upon skills, experience, education and geographical location.
