What We're Seeking: DATCP currently has an opening for an Environmental Program Associate position with the Division of Trade and Consumer Protection within the Bureau of Weights & Measures.

Where We're Located: The Prairie Oaks State Office Building is situated on Madison's southeast side. We are only minutes away from the Beltline Highway, Interstate 90 and Highway 51 for quick access to local restaurants, retail and service locations.

Telecommuting Option: This position may have the ability to telecommute up to 6 days per 2-week pay period! An approved telecommuting agreement is required before an employee may telecommute. Approval of the employee's telecommuting agreement and work schedule will vary based on the operational needs of the Division. All DATCP employees who telecommute are required to live in Wisconsin.

Position Summary

The Environmental Program Associate consistently upholds environmental laws, regulations and policies for an assigned geographic area of the state. EPA is responsible for: evaluation of all petroleum and hazardous liquid storage tank permit and registration applications, determining the correct control measures and requirements needed to ensure that owners and operators of underground storage tanks located at industrial, commercial, private and publicly owned facilities are in compliance with applicable state and federal rules and regulations designed to prevent the release of petroleum and hazardous substances from aboveground storage tank (AST) and underground storage tank (UST) systems into the environment for the protection of human health and the environment.

Responsibilities include analyzing the leak detection data/reports/permits for: tank and lines, leak detector functionality, tank and line corrosion protection, overfill and spill containment; this requires a high degree of technical knowledge on the design components/configurations, programming, use and limitations as set forth by the Federal code (EPA 40 CFR Part 280), State regulatory code (ATCP 93) and the Wisconsin Material Approval and Manufacturers specifications. Collect and evaluate technical information to determine if the financial responsibility (FR) criterion has been achieved in accordance with state and federal regulations for allowable FR mechanisms and/or a combination of FR mechanisms that shows proof of an owner's ability to take corrective action for cleaning up an accidental release.

Act as a data and administrative compliance resource for the registration and permitting regulation of flammable and combustible liquid storage systems through verbal or written communication to retail and nonretail owners, state petroleum inspectors, lawyers, bankers, realtors, insurers, other government agencies, environmental consultants and the general public. EPA works in conjunction with or make referrals to state petroleum inspectors and/or other state or local governmental agencies, and/or the Wisconsin Department of Justice to maintain or obtain administrative and operational compliance for a site.

This position also cross trains with other unit staff, and to back up and support Weights and Measures licensing and credentialing functions.

Salary Information

The classification of this position is Environmental Program Associate, which is in schedule-range 02-12 with a starting pay of $23.41 per hour. This position is not represented by a collective bargaining unit. A 12-month probationary period is required. Pay for current state employees will be set in accordance with the State Compensation Plan.

Job Details

DATCP does not sponsor work visas. Any appointment made will be contingent on the selected applicant being able to provide documentation of eligibility to work in the United States.

Occasional travel, up to 5% of the time, to do field visits or other team meetings is required.

Possession of a valid driver's license or the ability to provide one's own transportation for work purposes.

Must obtain and maintain Tank Inspector Certification within 12 months of hire.

Qualifications

Minimally qualified candidates will have each of the following:

Experience handling sensitive/confidential information and/or documentation

Experience handling multiple directives, questions and issues at one time from several program areas, internal departments, and customers, and meeting deadlines

Experience performing day-to-day administrative tasks (filing electronic and paper documents, receiving mail, answering calls, etc.)

In addition, highly qualified candidates will have one or more of the following:

Experience responding to public records requests

Experience using databases or regulatory software to research and pull information for customers and applicants

Experience multi-tasking and prioritizing duties
