Position Description

Performs complex environmental-related work activities associated with hazardous material investigations, corrective actions, abatements, and waste management. These activities include directing environmental investigations and corrective action activities associated with impacted soil, groundwater and other media. Provides high-level expertise and technical support for transportation facility development and maintenance and for compliance with state and federal environmental requirements during facility operations. Employees at this level follow standard practices that do not require frequent supervision of details; establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Conducts complex inspections, field surveys, assessments, project investigations and prepares/reviews environmental documents to ensure compliance with applicable state and federal environmental laws, rules, regulations, policies and procedures.
  • Coordinates with Department staff, state, federal, regulatory agencies and contracted professionals in complex mitigation efforts and completes routine and highly complex mitigation requirements.
  • Develops, writes, revises, approves, and prepares contracts, statements of work, work authorizations, amendments, supplements, forms, and related documents including spreadsheets and financial/statistical graphs and reports related to environmental studies.
  • Consults and coordinates with districts project managers, planners, engineers, and environmental staff on refinement of projects to avoid and minimize environmental impacts.
  • Responsible for the coordination and evaluation of complex permits with resource and regulatory agencies.
  • Responsible, for the review, analysis and coordination of inspections, field surveys, assessments, and project investigations to ensure compliance with applicable state and federal environmental laws, rules, regulations, policies and procedures.
  • Reviews, evaluates, monitors and/or approves consultant work, research programs or special studies.
  • Visits and inspects consultant/contractor work sites, evaluates and approves completed work.


Minimum Qualifications:

Education: Bachelor's Degree in in physical or environmental sciences, environmental engineering or an environmentally related field Experience in environmental, planning, project management or other related fields may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 YEARS environmental, planning, project management or other relevant experience: (Experience can be satisfied by fulltime or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

  • Mandatory: Safety Impact Certificate


Other Conditions

  • For a Cultural Studies Project Planner:
  • Must meet Secretary of Interior's Code of Federal Regulations, 36 CFI Part 61 requirements.

    Mandatory: Bachelor's Degree in History, Anthropology, Architectural History or a closely related discipline.

    OR
  • Must meet Secretary of Interior's Professional Qualifications Standards, Code of Federal Regulations, 36 CFI Part 61 requirements and qualifications in the rules of practice and procedure of the Texas Antiquities Code.
  • Mandatory: Master's Degree in Archeology, Anthropology or closely related field
  • For Geologist: Must meet Edward's Aquifer requirements for a geologist as described in 30 TAC213.3(14) and TAC 213.5 (b)(3).
  • This is a Safety Impact position and will be subject to random drug testing.

Physical Requirements and Working Conditions:

  • Subject to inside and outside environmental conditions
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Talking-expressing or exchanging ideas by spoken words
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Visual Acuity-determine work quality/make general observations of facilities/structures
